In a pivotal move for India’s national security framework, Lieutenant General Rajiv Ghai has been appointed as the Military Adviser in the National Security Council Secretariat (NSCS). This historic appointment marks a significant shift from previous practices, as Lt Gen Ghai is the first serving three-star officer to take on this role since the position was revitalized in 2018. He succeeds recently appointed Chief of Defence Staff, Lieutenant General N.S. Raja Subramani (Retd).
Traditionally, the role of Military Adviser in the NSCS has been held by retired senior officers, such as previous appointees Lieutenant Generals Khandare and Anil Chauhan, along with Air Marshal Sandeep Singh. Their retirement before assuming the role meant they brought post-service experience into the national security apparatus. In contrast, Lt Gen Ghai retains over 15 months of active service, providing the NSCS with direct access to contemporary operational and strategic insights.
This appointment arrives at a crucial time as India seeks military integration, theatre command reforms, and advanced capability modernization, thereby fostering a coordinated approach to national security decision-making.
Lt Gen Ghai is renowned as one of the Indian Army’s most decorated officers, having been commissioned into the Kumaon Regiment in December 1989. Over his extensive 36-year career, he has occupied various command, staff, and operational roles across diverse operational environments, including counter-insurgency scenarios in Jammu and Kashmir and peacekeeping duties under the auspices of the United Nations in Lebanon.
During his tenure as the General Officer Commanding of the XV Corps in Kashmir, popularly known as the Chinar Corps, he played a crucial role in maintaining security in a region pivotal to India’s counter-terrorism strategy. His command coincided with efforts to clamp down on terrorist networks and ensure seamless cooperation between the Army, local police, and intelligence personnel.
Ghai’s rise to prominence is largely attributed to his role as the Director General of Military Operations, a position he assumed in October 2024. He became a key spokesperson for India’s military response during Operation Sindoor — a major counter-terror operation that followed a devastating attack in Jammu and Kashmir that claimed the lives of 26 civilians. The operation was executed as a precise, measured response aimed at specific terrorist sites while avoiding escalation with Pakistan.
For his exemplary leadership during Operation Sindoor, Lt Gen Ghai received notable accolades, including the Sarvottam Yudh Seva Medal. Prior awards include the Uttam Yudh Seva Medal and the Ati Vishisht Seva Medal, which underscore his distinguished contributions to military operations.
After serving as the Deputy Chief of Army Staff in strategy—where he was tasked with long-term operational planning and threat assessments—Lt Gen Ghai’s knowledge in military strategy will now translate into actionable military advice within the NSCS.
