(Defence Sector) Union Budget 2022-23

  • The Union Budget 2022-23 envisages a total outlay of Rs 39.45 lakh crore. Out of this, the Ministry of Defence has been allocated a total budget of Rs 5.25 lakh crore, which is 13.31% of the total budget. This includes an amount of Rs 1.19 lakh crore for Defence Pensions. The total Defence Budget represents an enhancement of Rs 46,970 crore (9.82%) over Budget Estimates 2021-22.
  • The total allocation under Capital Outlay of the Defence Services has been increased from Rs 86,740 crore in 2013-14 to 1.52 lakh crore in 2022-23. There is an enhancement of 76% over a period of nine years.

Sustained thrust on Modernisation & Infrastructure Development:

  • The Capital segment of the MoD (Civil) budget catering to organisations such as Indian Coast Guard (ICG), Border Roads Organisation (BRO), and Directorate General Defence Estates (DGDE), etc has also seen a notable jump of 55.60%. In absolute terms, this amount is Rs 8,050 crore in FY 2022-23 against Rs 5,173 crore in FY 2021-22.
  • In order to give a push to indigenous Domestic Enterprises under the ‘AatmaNirbhar Bharat’, the share of domestic capital procurement, which was earmarked at 64% in 2021-22, has been enhanced to 68% of the Capital Acquisition Budget of the Defence Services (Rs 1.24 lakh crore) for the FY 2022-23, which would be Rs 84,598 crore.

  • A massive jump of around 43 % in the modernisation funds of the Indian Navy in the defence budget for 2022-23 at Rs 47,590.99 crore.
  • The Indian Air Force retained the biggest share of the forces’ capital budget at Rs 56,851.55 crore–an increase of just about 4.5 % from the previous financial year. But the Indian Army’s capital budget went down by 12.2 % to Rs 32,102 crore, from Rs 36,481.90 crore in the last fiscal.
  • The Capital Budget of Border Roads Organisation (BRO) has been increased by 40% to Rs 3,500 crore in FY 2022-23 vis-à-vis Rs 2,500 crore in FY 2021-22.
  • The Capital Budget of the Indian Coast Guard has been enhanced by 60.24% to Rs 4,246 crore in FY 2022-23 vis-à-vis Rs 2,650 crore in FY 2021-22. This enhancement is aimed at building up assets such as the acquisition of ships & aircraft, augmentation of infrastructure, the establishment of coastal security network and building up technical & administrative support structures.

  • As India’s defences face multiple challenges across the country, India’s finance minister Nirmala Sitharaman during the Budget 2022 presentation in Parliament announced a plan to boost the defence sector.

Oman Defence Ministry’s Secretary-General calls on Army Chief

  • Oman’s Defence Ministry’s Secretary-General Dr. Mohammed Bin Nasser Bin Ali Al-Zaabi called on General MM Naravane, Chief of the Army staff, and discussed ways to strengthen the bilateral defence cooperation between the two countries.

Lt Gen Upendra Dwivedi Assumes Charge of Army’s Northern Command

  • Lieutenant General Upendra Dwivedi assumed the charge as General Officer Commanding-in-Chief of Udhampur-based Northern Command of the Army.

Lieutenant General RP Kalita Assumed the Command of Eastern Command

  • Lt Gen RP Kalita, UYSM, AVSM, SM, VSM took over as the General Officer Commanding-in-Chief of the Eastern Command on February 1st.
  • The General was commissioned into 9 KUMAON in 1984 and has extensive operational experience in Sri Lanka, Jammu & Kashmir and Northeast.

Ukrainian Navy Conducts Military Drills

  • Ukraine conducted a set of military exercises and drills in the southern part of the country to reinforce naval combat readiness for emergency situations, including the Black Sea ports defence, the press service of the Defence Intelligence of the Ministry of Defence of Ukraine.
