The US State Department has given the green light for a potential foreign military sale to Kuwait, valued at approximately $1 billion. The request from Kuwait specifically targets the development of both maritime and land facilities at several key locations, including the Mohammed Al Ahmed Naval Base, the Ras Al Ard Naval Base for Onshore Logistics, and an alternate logistics station within the country.
The Mohammed Al Ahmed Naval Base serves as a pivotal site, functioning as the headquarters of the Kuwaiti Navy while also being utilized by the United States Army, Navy, and Coast Guard. This base is crucial for regional security and cooperation between the US and Kuwait. The proposed services will further bolster the infrastructure at this strategic location, which will include the construction of a comprehensive headquarters complex.
The scope of the requested services is extensive, encompassing aspects such as life cycle design, construction, project management, engineering studies, technical support, and thorough facility and infrastructure assessments. According to the Pentagon’s Defense Security Cooperation Agency, this proposed sale is expected to significantly enhance Kuwait’s capability to address both current and future security threats by providing essential onshore logistic support.
The principal contractor responsible for executing this sale will be selected from a list of approved vendors, anticipated to be through a competitive bidding process. While no offset agreements have been disclosed as part of this sale, its successful implementation will necessitate the deployment of as many as 20 US government or contractor representatives in Kuwait. These personnel are expected to provide construction management and oversight for the duration of the project, which may extend up to 12 years.
