Top Russian security official Sergei Shoigu engaged in discussions in Indonesia with President Prabowo Subianto and Defense Minister Sjafrie Sjamsoeddin, signaling a move towards strengthening defense relations between Moscow and Jakarta. The talks took place amid Indonesia’s neutral stance in global conflicts, including the ongoing Ukraine war, and its careful navigation of the tensions between the United States and China.
Shoigu, who has held significant influence in Russia’s military strategies and is a close ally of President Vladimir Putin, previously served as Minister of Defense and is noted for his role in the decision to deploy Russian troops to Ukraine in 2022. His visit is marked as a crucial step in enhancing the bilateral relationship between Indonesia, Southeast Asia’s largest economy, and Russia.
During his visit, Shoigu first met with Defense Minister Sjafrie Sjamsoeddin for a courtesy call in Jakarta before being received by President Prabowo at the presidential palace. Official statements from the presidential palace highlighted that the visit represents a significant milestone in promoting cooperation in security and defense sectors. The discussions covered various strategic topics related to bilateral relations and regional security, with both nations expressing a commitment to strengthening their strategic partnership.
Prabowo, who has recently taken office, is known for his assertive approach on the international stage, exemplified by his trip to Moscow in July for discussions with Putin. The strengthening ties have also been evidenced by the recent joint naval exercises between Indonesia and Russia, which were held in November. In these drills, Russia contributed three corvette-class warships, a medium tanker ship, a military helicopter, and a tugboat, showcasing their military capabilities.
Despite the robust economic ties between Jakarta and Moscow, valued in the billions, Indonesia’s arms imports from Russia have faced obstacles since the annexation of Crimea in 2014 and Moscow’s military actions in Ukraine. Nevertheless, since assuming the role of defense minister in 2019, Prabowo has managed to keep a $1.1 billion deal for Russian fighter jets alive despite looming threats of U.S. sanctions.
Overall, this engagement signifies Indonesia’s strategic balancing act—seeking to enhance its own defense capabilities while maintaining a non-aligned position in escalating global tensions. The ongoing dialogue with Russia illustrates Jakarta’s desire to expand its defense partnerships and foster greater regional security cooperation.
