Myanmar’s military junta leader, Min Aung Hlaing, embarked on a significant trip to Russia to engage in discussions with President Vladimir Putin, which marks a crucial moment for the leadership as it continues to grapple with intense internal dissent and strives to maintain its grip on power. The departure took place from Naypyidaw on Monday, with a delegation of high-ranking officials accompanying Hlaing. Their meeting is scheduled for Tuesday.
Since seizing power in a coup in February 2021, Hlaing has relied heavily on Russia as a critical ally and arms provider, especially as the military faces mounting pressure from various ethnic armed groups as well as pro-democracy insurgents. Analysts emphasize the importance of Russian support for Myanmar’s air force amid persistent conflicts that challenge the junta’s authority. This relationship has been particularly crucial following a significant territorial setback for the junta in a 2023 offensive conducted by rebel forces.
Morgan Michaels, a research fellow at the International Institute for Strategic Studies, pointed out the essential role Russia has played in helping to sustain the capabilities of Myanmar’s air fleet. Reports suggest that Russian technicians might be involved in maintaining the operational efficiency of the air force.
The upcoming meeting between Hlaing and Putin is notable as it will be the first such interaction in over two years. The Kremlin has indicated that the discussions will focus on advancing mutually beneficial cooperation between Russia and Myanmar, alongside addressing various topical international issues.
In the backdrop of their diplomatic endeavors, both nations have faced significant sanctions from Western powers—Myanmar in response to its military takeover, and Russia following its invasion of Ukraine. Consequently, both governments are keen to cultivate stronger ties with alternative partners to mitigate the impact of these punitive measures.
The collaboration between Myanmar and Russia extends beyond military and trade ties. In a gesture symbolizing friendship, Myanmar recently gifted six elephants to Moscow’s Great Circus, as reported by the Russian state news agency TASS. This demonstrates the ongoing efforts to foster diplomatic relations in unconventional ways, illustrating the multifaceted nature of their partnership amidst the geopolitical complexities at play.
