UPSC Completes 100 Years

On October 1, 2025, the Union Public Service Commission (UPSC) celebrated its centenary year, marking a hundred years of ensuring fair and merit-based recruitment to India’s civil services. From its humble beginnings during British rule to becoming a modern and digitally empowered institution, UPSC has earned a reputation for transparency, impartiality, and excellence.

The idea of creating an independent recruitment body emerged under the Government of India Act of 1919, which suggested the need for a neutral agency to select top administrators. Based on the Lee Commission’s recommendations in 1924, the Public Service Commission was formed in October 1926 under the leadership of Sir Ross Barker.

Initially, its authority was limited, but it was later transformed into the Federal Public Service Commission under the Government of India Act, 1935. Following India’s independence, the Constitution of India (1950) granted the UPSC constitutional status under Articles 315 to 323. Over the years, UPSC’s role has expanded to include examinations for various sectors such as engineering, medical, forest, and statistical services—ensuring administrative efficiency throughout India.

‘Mann Ki Baat’ Marks 11 Years

On October 3, 2025, ‘Mann Ki Baat’, Prime Minister Narendra Modi’s monthly radio programme, completed 11 years since its first broadcast on October 3, 2014, which coincided with Vijayadashami.

The programme was introduced as a platform for the Prime Minister to communicate directly with citizens across the nation. As of September 2025, the show has aired 126 episodes, covering a wide range of topics including culture, environment, social initiatives, and grassroots achievements. Over the years, Mann Ki Baat has inspired millions by highlighting unsung heroes and promoting public participation in nation-building.

India-China Direct Flights to Resume

In a significant diplomatic breakthrough, India and China have decided to restart direct air services between designated cities by late October 2025. Air connectivity between the two nations had been suspended during the COVID-19 pandemic and further delayed due to border tensions after 2020.

The Ministry of External Affairs (MEA) confirmed that both sides have been working since early 2025 to update the Air Services Agreement, which governs bilateral aviation relations. The new agreement will see the resumption of flights under the Winter Schedule, subject to regulatory and commercial approvals. The move signals a step toward normalizing relations, particularly in trade, tourism, and education.

India Re-Elected to ICAO Council (Part II)

India has been re-elected to Part II of the Council of the International Civil Aviation Organization (ICAO)—a specialized United Nations agency—during the 42nd ICAO Assembly held in Montreal, Canada.

This re-election highlights India’s vital role as a major contributor to international civil aviation infrastructure and air navigation services. The ICAO Council comprises three categories:

  • Part I: Countries with major importance in global air transport
  • Part II: Countries contributing significantly to international air navigation
  • Part III: Countries representing special interests in aviation

India’s presence in Part II allows it to influence global aviation standards, promote aviation safety and sustainability, and strengthen international cooperation in the sector.

India’s First Dugong Conservation Reserve Recognized by IUCN

The International Union for Conservation of Nature (IUCN) has officially recognized India’s first Dugong Conservation Reserve, located in Palk Bay, Tamil Nadu, during the 2025 IUCN World Conservation Congress.

Established in September 2022 under the Wildlife Protection Act, 1972, the reserve covers an area of 448.34 sq. km. It aims to protect the dugong, a vulnerable marine mammal also known as the “sea cow.”

In India, dugongs are found primarily in:

  • Palk Bay
  • Gulf of Mannar
  • Gulf of Kutch
  • Andaman and Nicobar Islands

This recognition is a major milestone for marine biodiversity conservation in the country.
