Kagame Accuses DRC of Delaying Peace Deal Amid Ongoing Conflict

In a recent press conference, Rwandan President Paul Kagame leveled accusations against the Congolese government, asserting that it is responsible for the delays in finalizing a peace agreement aimed at resolving the ongoing conflict in the eastern Democratic Republic of Congo (DRC). This region has experienced over three decades of armed violence, resulting in significant loss of life, with estimates reaching into the hundreds of thousands.

The escalation of violence took a sharp turn earlier this year, as the Rwandan-supported M23 armed group seized extensive territory, including the strategic cities of Goma and Bukavu. This resurgence of conflict sparked renewed diplomatic efforts.

In June, a significant peace agreement was reached between the DRC and Rwanda, facilitated by U.S. diplomats. This was followed by a declaration of principles signed with the M23 group in Doha, which aimed for a “permanent ceasefire.” However, despite these efforts, the violence has persisted, with both Rwanda and the DRC exchanging accusations regarding the continuation of hostilities.

During the press briefing, Kagame stated, “What is delaying, I can assure you… does not come from or relate to Rwanda.” He expressed frustration with the DRC, claiming that they have imposed conditions that diverge from the agreements reached in Washington. “So this is what delays the things,” he added, implicating the Congolese leadership in stalling progress.

According to sources from the DRC’s presidential office, there is potential for the peace deal to be signed in Washington on December 4 between Kagame and DRC President Felix Tshisekedi. However, Kagame expressed skepticism about the likelihood of this meeting occurring, remarking, “I’m not sure that we are going to meet in Washington… We would wait and keep hoping.”

In light of the stagnant situation, both nations have acknowledged the lack of tangible progress and have committed to intensified efforts to implement the Washington peace agreement, as noted in a joint statement from the U.S. State Department in November. The international community continues to watch closely as the situation unfolds, highlighting the complexities and challenges faced in achieving lasting peace in the region.
