ST Engineering recently marked a significant milestone with the keel-laying ceremony for the Republic of Singapore Navy’s second Victoria-class Multi-Role Combat Vessel (MRCV), designated RSS Valour (89). Construction of the vessel began in April 2025, signaling a pivotal step in Singapore’s naval modernization efforts.
Although specific details of the ceremony have not been disclosed, the event underscores the ongoing commitment to enhance the capabilities of Singapore’s naval fleet. The Victoria program is designed to encompass up to six platforms that will merge the advanced functionality of frigates with the operational versatility of unmanned systems motherships.
The upcoming fleet promises to introduce the largest and most advanced naval hulls in Singapore’s maritime history. This ambitious endeavor aligns with a contract announced in March 2023, following which the lead ship of the series, the RSS Victory (88), was launched in October 2025. The Republic of Singapore Navy is anticipated to start receiving these state-of-the-art warships beginning in 2028, as they advance through various developmental stages at ST Engineering’s shipyard in Jurong.
The design specifications of the Victory-class MRCV are impressive. Each vessel measures 150 meters (492 feet) in length and boasts a beam of 21 meters (69 feet). They will be equipped with a range of weaponry, including anti-ship, anti-air, and anti-submarine missiles. Additionally, the vessels are outfitted with a 30-millimeter remote turret and a 76-millimeter automatic cannon, enhancing their combat capabilities.
In terms of operations, the vessels will feature a flight deck and a hangar, providing accommodations for up to 100 crew members. Multiple radar systems will ensure navigational precision and heightened situational awareness across various operational theaters.
Notably, the Victory-class will employ a full-electric propulsion system, utilizing diesel engines paired with electric motors. This configuration is expected to enable the ship to achieve a top speed exceeding 20 knots (37 kilometers/23 miles per hour) and a remarkable operational range of approximately 7,000 nautical miles (12,964 kilometers or 8,055 miles).
The advancements represented by the RSS Valour and its sister ships reflect Singapore’s ongoing strategy to strengthen its maritime defense capabilities in an increasingly complex regional security environment.
