Dogu, who previously served as ambassador to Nicaragua and Honduras, was appointed as the US charge d’affaires in Venezuela following the recent political upheaval that saw President Nicolas Maduro ousted. In her role, she will head the US diplomatic mission, which has been largely inactive for several years, following the US government’s decision to shutter the embassy in 2019. This action followed allegations that Maduro’s election was fundamentally flawed, leading to a breakdown in diplomatic relations.
In recent developments, US forces executed a military operation on January 3 that culminated in the capture of Maduro and his wife, Cilia Flores, who were subsequently extradited to New York on charges related to drug trafficking. This has allowed the US to adopt a more hands-on approach to Venezuela, including the establishment of a temporary diplomatic presence. President Donald Trump claimed to exert control over Venezuelan affairs during his administration, permitting Vice President Delcy Rodriguez to act as an interim leader, dependent on adherence to US directives, particularly regarding access to Venezuela’s substantial oil reserves.
Under the current diplomatic efforts, Dogu’s meeting with Gil is being framed as a step toward “defining a roadmap on questions of bilateral interest” to resolve ongoing disputes through dialogue. Since 2019, operations at the US embassy have been non-existent, and John McNamara, the charge d’affaires based in neighboring Colombia, was dispatched to Caracas shortly after Maduro’s ousting to explore a potential phased return to a more active US presence. Reports indicate that McNamara and other US diplomats are engaging with Venezuelan officials to pave the way for renewed relations.
Rodriguez’s government has implemented reforms aimed at shifting the political landscape. Among these initiatives are proposals for mass amnesty of political prisoners, plans to reform the notorious El Helicoide prison, and a new regulatory framework designed to invite private investments into Venezuela’s oil sector, reflecting a willingness to engage with international markets and stakeholders.
Recent announcements from US authorities confirmed that all known American prisoners in Venezuela have been released, highlighting a shift in the landscape for US citizens in the country. Historically, Venezuela has detained numerous individuals on various charges, often deemed politically motivated by human rights groups. The Foro Penal rights organization reports over 700 political prisoners remain detained, many in El Helicoide, a facility criticized for its inhumane conditions.
