Among these initiatives are proposals for mass amnesty of political prisoners, plans to reform the notorious El Helicoide prison, and a new regulatory framework designed to invite private investments into Venezuela’s oil sector, reflecting a willingness to engage with international markets and stakeholders.

Recent announcements from US authorities confirmed that all known American prisoners in Venezuela have been released, highlighting a shift in the landscape for US citizens in the country. Historically, Venezuela has detained numerous individuals on various charges, often deemed politically motivated by human rights groups. The Foro Penal rights organization reports over 700 political prisoners remain detained, many in El Helicoide, a facility criticized for its inhumane conditions.

In a continuing effort to transform public perception and the functionality of El Helicoide, Rodriguez has directed its conversion into a “social, sports, cultural and commercial center,” indicating a broader ambition to reshape the country’s approach towards governance and human rights.
