India–Vietnam Joint Submarine Rescue Support Agreement

In a significant advancement in maritime cooperation, India and Vietnam have signed a Memorandum of Agreement (MoA) on Mutual Submarine Search and Rescue Support and Cooperation.
The agreement was finalized during the 15th India–Vietnam Defence Policy Dialogue held in Hanoi, co-chaired by Defence Secretary Rajesh Kumar Singh and Sr Lt Gen Hoang Xuan Chien, Vietnam’s Deputy Defence Minister.

The pact aims to enhance the ability of both nations to respond swiftly to submarine-related emergencies. It covers coordinated search and rescue operations, deployment of personnel and technical resources, and joint training programs to ensure operational readiness.
Additionally, a Letter of Intent (LoI) was signed to boost defence industry collaboration, further strengthening the strategic partnership between the two nations.

Bangladesh Joins the UN Water Convention

In a landmark decision, Bangladesh became the first South Asian country to accede to the UN Water Convention in 2025.
This move signifies a major shift in regional transboundary water management and is expected to influence water-sharing arrangements, particularly with India.

Bangladesh, which shares 54 rivers with India—including the Teesta and Ganga—depends heavily on these rivers for agriculture, drinking water, and ecological balance.
While Bangladesh has joined the Convention, India remains outside the agreement, preferring to manage water relations through bilateral treaties such as the Indus Waters Treaty (1960) with Pakistan and the Ganga Water Sharing Treaty (1996) with Bangladesh.

India Withdraws from Ayni Airbase in Tajikistan

India has withdrawn from the Ayni Airbase in Tajikistan, its only overseas military installation. The withdrawal, carried out in 2022 but revealed recently, marks a major strategic realignment in India’s Central Asia policy.

Originally built during the Soviet era, Ayni was modernized by India in 2002 with an investment of about $80 million. Situated around 20 km from Afghanistan’s Wakhan Corridor, the base provided India a strategic vantage point near Pakistan-occupied Kashmir (PoK) and China’s Xinjiang province.
The exit effectively ends India’s military presence abroad, reducing its operational footprint in a region of high geopolitical importance.
