Cabinet Approves Atomic Energy Bill: A New Chapter in India’s Nuclear Sector

The Union Cabinet has approved the Atomic Energy Bill, signalling a transformative change in India’s civil nuclear framework. The proposed legislation seeks to amend existing laws to permit private sector participation in nuclear power generation, an area that has remained under exclusive government control since independence. Until now, nuclear power operations and fuel cycle activities were governed strictly by the Atomic Energy Act, 1962, which limited such activities to central government-owned entities.

This policy shift is expected to play a crucial role in achieving India’s long-term energy goal of 100 GW of nuclear power capacity by 2047. By opening the sector to private investment, the government aims to attract advanced technologies, encourage global partnerships, and accelerate project execution. Another important aspect linked to this reform is the Civil Liability for Nuclear Damage (CLND) Act, 2010, whose stringent liability provisions had earlier discouraged private participation. The new bill is expected to address these concerns, making India’s nuclear sector more investor-friendly while maintaining safety and regulatory oversight.

Government Renames MGNREGS and Expands Employment Guarantee

In a significant move to strengthen rural livelihoods, the Union Cabinet on 12 December 2025 approved changes to India’s flagship rural employment programme. The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) will now be known as Poojya Bapu Grameen Rozgar Yojana. Alongside the renaming, the government has also increased the guaranteed employment period from 100 days to 125 days per rural household.

Originally enacted on 25 August 2005 as the National Rural Employment Guarantee Act (NREGA), the scheme provides a legal guarantee of wage employment to adult rural households. In 2009, it was renamed MGNREGA to honour Mahatma Gandhi. The programme’s key objectives include enhancing rural purchasing power, ensuring livelihood security, reducing poverty and distress, and creating durable community assets. The recent expansion reflects the government’s focus on improving income stability and social security in rural India.
