MoD Signs ₹811 Crore Contract with Bharat Dynamics Limited for SAT-SAAW

The Ministry of Defence has signed a contract worth ₹810.79 crore with Bharat Dynamics Limited (BDL) for the procurement of 160 Satellite Smart Anti-Airfield Weapons (SAT-SAAW) along with associated equipment for the Indian Air Force.

The procurement has been undertaken under the Buy (Indian–Indigenously Designed, Developed and Manufactured) category. The contract was signed in New Delhi on 23 September 2026 in the presence of Defence Secretary Rajesh Kumar Singh.

SAT-SAAW is an air-to-ground precision-guided glide bomb designed to engage and neutralise enemy airfield infrastructure from a significant stand-off distance. The weapon can be integrated with aircraft such as the Jaguar, Hawk and Su-30 MKI.

The system has been indigenously designed and developed by the Defence Research and Development Organisation (DRDO). It will have around 60% indigenous content, with several critical sub-systems, including the Initial Measurement Unit, Long Impact Delay Fuse and Twin Store Carrier, also being indigenised.

Deliveries of the SAT-SAAW systems are scheduled to take place during 2027–28 and 2028–29. The induction of these weapons is expected to strengthen the Indian Air Force’s operational capabilities and contribute to India’s defence preparedness and self-reliance in defence production.

Raymond Expands into Fighter Aircraft Structures

Raymond Ltd is expanding its aerospace operations into aircraft structures after its subsidiary, JK Maini Global Aerospace Ltd, secured a contract to assemble wing and centre-fuselage structures for an indigenous fighter aircraft programme.

The order was awarded by an Indian aerospace and defence original equipment manufacturer (OEM). However, the company has not disclosed the identity of the customer, the specific fighter aircraft programme or the financial value of the contract.

The development marks a significant expansion of Raymond’s aerospace activities. The group has traditionally focused on precision manufacturing and aerospace components, while the new opportunity will enable it to develop expertise in the assembly of major aircraft structures.

Wing and centre-fuselage assemblies require advanced manufacturing processes, stringent quality control and specialised technical capabilities. According to the company, the programme will help JK Maini Global Aerospace build credentials that could support its participation in larger aerospace projects in India and international markets.

The project is also expected to allow the subsidiary to expand its capabilities without requiring an excessively capital-intensive investment model.

Key Facts

  • Company: Raymond Ltd
  • Subsidiary: JK Maini Global Aerospace Ltd
  • Sector: Aerospace and defence
  • Structures: Wing and centre-fuselage
  • Customer: Indian aerospace and defence OEM
  • Programme: Indigenous fighter aircraft programme

Germany Ready to Sign Submarine Partnership with India

Germany has indicated its readiness to sign the proposed submarine partnership with India once the necessary approvals are completed by the Indian side. German Ambassador to India Jasper Wieck stated that the proposed arrangement is intended to be a technology partnership, rather than simply a conventional purchase of submarines.

The partnership involves German defence company Thyssenkrupp Marine Systems (TKMS) and is expected to emphasise submarine production in India and technology transfer. The project could also support the development of India’s wider maritime and underwater defence ecosystem.

The proposed programme involves the construction of six advanced conventional submarines for the Indian Navy, with the project estimated at around ₹70,000 crore. The submarines are planned to be manufactured primarily in India by Mazagon Dock Shipbuilders Limited (MDL) in collaboration with TKMS.

The project has been under discussion for several years, with negotiations facing delays over commercial and technical issues. Approval from the Cabinet Committee on Security (CCS) would clear the way for the formal contract and subsequent implementation.

The submarines are expected to provide improved underwater endurance, stealth, surveillance and strike capabilities. Their Air-Independent Propulsion (AIP) systems would allow them to remain submerged for longer periods, supporting extended patrols and sea-denial operations.

The proposed programme comes against the backdrop of concerns regarding the strength of India’s conventional submarine fleet and increased Chinese submarine activity in the Indian Ocean Region.

India already has experience with German-designed submarines. The Shishumar-class Type 209/1500 submarines have been operated by the Indian Navy for decades, with several built at MDL beginning in the 1980s.

MDL has also constructed the Kalvari-class submarines with French assistance. The first Kalvari-class submarine entered service in 2017, while the sixth submarine, INS Vagsheer, was commissioned in January 2025.

The proposed TKMS-MDL partnership is therefore expected to build upon India’s existing submarine-building experience while placing greater emphasis on domestic production, technology transfer and the development of an indigenous underwater defence-industrial ecosystem.

Key Facts

  • Countries: India and Germany
  • German Partner: Thyssenkrupp Marine Systems (TKMS)
  • Indian Shipyard: Mazagon Dock Shipbuilders Limited
  • Submarines: 6
  • Estimated Cost: Around ₹70,000 crore
  • Key Features: Stealth, endurance, surveillance and strike capability
  • Propulsion: Air-Independent Propulsion (AIP)
  • Approval Required: Cabinet Committee on Security

West Bengal Allots 256 Acres to Jupiter Defence

The West Bengal government has allocated approximately 256 acres of land to Jupiter Defence for establishing an integrated defence manufacturing facility at the Jangal Sundari Karmanagari Phase II Industrial Park in Raghunathpur, Purulia.

The proposed facility is expected to become West Bengal’s first major defence manufacturing unit, creating a new industrial base for defence production in the state. The project is also expected to generate employment and create opportunities for local enterprises and ancillary industries.

Jupiter Defence is part of the Jupiter Wagons Group, which has traditionally been associated with railway manufacturing and is now expanding into additional industrial sectors, including defence.

The planned Purulia facility is expected to go beyond establishing a standalone manufacturing plant. It could support the development of a wider defence supply chain, involving small and medium enterprises, component manufacturers and other ancillary businesses.

According to Vivek Lohia, Managing Director of Jupiter Wagons, the project is expected to contribute to India’s domestic defence production capacity while creating employment and business opportunities in the region.

The development represents an effort to expand defence manufacturing infrastructure beyond established industrial centres and strengthen participation by local industries in India’s defence production ecosystem.

Key Facts

  • Company: Jupiter Defence
  • Parent Group: Jupiter Wagons
  • Location: Raghunathpur, Purulia, West Bengal
  • Land Allocated: Around 256 acres
  • Industrial Park: Jangal Sundari Karmanagari Phase II
  • Sector: Defence manufacturing
  • Expected Impact: Defence production, employment and ancillary industries

Overall Significance

These developments highlight India’s continuing efforts to strengthen indigenous defence manufacturing, technology development and strategic partnerships. The SAT-SAAW contract supports domestic weapons production, SLINEX-26 strengthens maritime cooperation with Sri Lanka, the Raymond aerospace project expands private-sector participation in aircraft manufacturing, the proposed India-Germany submarine partnership focuses on technology transfer and domestic production, while the Jupiter Defence project adds to India’s growing defence-industrial infrastructure.

Together, these initiatives reflect the broader emphasis on Aatmanirbharta in Defence, domestic manufacturing, technology acquisition and the expansion of India’s defence-industrial ecosystem.
