German authorities have initiated a significant campaign aimed at raising awareness about Russian attempts to recruit “disposable agents” through social media channels for espionage and sabotage activities. This initiative comes in response to a marked increase in espionage and sabotage incidents linked to Russia since its invasion of Ukraine in 2022, which has heightened tensions between Moscow and Berlin, a strong supporter of Ukraine.

Police and intelligence agencies report a variety of incidents—from arson to property damage and drone surveillance over critical infrastructures—believed to be perpetrated by these so-called “disposable agents.” These individuals often lack any formal training and are typically motivated by small financial incentives.

Key areas of concern include military facilities, the defense sector, transportation networks, and energy infrastructure, all reportedly targeted by these operatives. Authorities have made it clear that the most serious offenses in this context can carry penalties of up to 10 years in prison.

The campaign emphasizes the cunning recruitment methods employed by suspected Russian operatives, which often begin innocuously through casual conversations on social media. The lure of monetary compensation is then used to entice individuals into committing acts of sabotage or espionage.

Bruno Kahl, the head of Germany’s BND foreign intelligence agency, underscored the gravity of the situation, stating that sabotage and espionage activities orchestrated by foreign intelligence services pose a deliberate threat to the stability of free societies. He characterized these operations as attacks on democracy through various means of deception, intimidation, and subversion, urging citizens to remain vigilant against such insidious tactics.
