South Korea is making significant strides to strengthen its defense presence in the Middle East, with a comprehensive proposal to Iraq that includes a range of military hardware such as helicopters, fighter jets, and air defense systems. This initiative was propelled by high-level discussions that occurred during the IQDEX 2025 defense expo held in Baghdad, which brought together Iraqi defense officials and representatives from South Korea’s Defense Acquisition Program Administration (DAPA).
Ko Hyung-seok, who heads DAPA’s helicopter program division, is at the forefront of efforts to enhance the existing military partnership. He is advocating for the sale of additional KUH-1 Surion utility helicopters, following a previous agreement finalized in December 2024, valued at approximately $92.7 million for the acquisition of two units. DAPA has indicated that Iraq has exhibited significant interest in expanding this deal, with negotiations extending to include other military assets, including the FA-50 light combat aircraft and various mobile air defense systems designed by prominent South Korean defense companies.
This potential agreement exemplifies Iraq’s strategy to diversify its military purchases away from the traditional suppliers, which have predominantly been the United States and Russia.
The move is aligned with South Korea’s broader “K-Defense” strategy, aimed at establishing the nation as a competitive global arms exporter. This strategy leverages South Korea’s strengths in advanced homegrown military technology, efficient manufacturing processes, and a proven track record of reliable defense systems. While South Korea has historically focused on markets in Asia and Europe, the Middle East is rapidly emerging as a crucial frontier for the country’s military exports.
Further solidifying its commitment to the region, South Korea recently signed a pivotal cooperation agreement with the United Arab Emirates (UAE) to collaboratively develop and operate the KF-21 Boramae fighter jets. Additionally, Saudi Arabia has begun utilizing the K239 Chunmoo multiple launch rocket system along its southern border, highlighting a growing preference for South Korean defense platforms among Middle Eastern nations.
As these developments unfold, South Korea is positioning itself as a noteworthy player in the Middle Eastern defense market, aiming to build strategic military relationships while enhancing its own defense capabilities and industrial base.
