Ukraine is in active discussions with France regarding the potential for licensed domestic production of SCALP cruise missiles, a move that could significantly enhance its military capabilities. This dialogue follows a recent meeting between Ukrainian President Volodymyr Zelensky and French President Emmanuel Macron, where the idea of producing the French-made missile within Ukraine was prominently addressed.

Ukrainian Defense Minister Mykhailo Fedorov highlighted that both the French government and the missile manufacturer, MBDA, are working to resolve essential matters such as intellectual property rights, production arrangements, and various regulatory requirements necessary for the establishment of such a manufacturing operation.

The SCALP missile, referred to as Storm Shadow in the UK, is a long-range air-launched cruise missile known for its precision targeting capabilities. It has been instrumental for Ukrainian forces, enabling strikes against important targets located deep within Russian-controlled territory. The missile’s deployment has underscored the significance of continued military assistance from both France and the UK to Ukraine amidst ongoing hostilities.

The collaboration between France and Ukraine has evolved beyond just military aid; there is a growing emphasis on joint industrial production and long-term defense capability development. This partnership was further highlighted in June when Ukraine approved a framework under the Brave International initiative to foster collaborative defense technology advancements with various partner countries, including France. This initiative aims at accelerating innovations on the battlefield while simultaneously attracting investment to bolster Ukraine’s defense sector.

Earlier developments included the February introduction of Harmattan AI’s Sahara synthetic-aperture radar, which has greatly enhanced the targeting capabilities of Ukrainian drones. This technology allows Ukrainian forces to detect targets even in challenging conditions such as fog or darkness. In the same timeframe, France also committed to supplying a substitute radar for Ukraine’s SAMP/T air defense system, ensuring continued operational readiness while existing systems undergo repairs.

These efforts are part of a broader strategy that includes the provision of unmanned aerial systems, such as the Rodeur 330 from EOS Technologie, ensuring that Ukraine remains equipped with advanced technology to support its military objectives. The engagement of French manufacturers and the supportive framework established between the two nations reflect a robust commitment to enhancing Ukraine’s defense infrastructure in the face of ongoing challenges.
