The United States has made a significant move to bolster Iraq’s military communications capabilities by approving a $110 million sale aimed at expanding the country’s military satellite communications network. This approval encompasses the provision of additional Very Small Aperture Terminals (VSATs), along with a range of supporting technologies, including modems, hubs, L-band tactical satellite manpacks, spare parts, and long-term technical assistance.
This latest package builds on an earlier foreign military sale that was valued at $46 million and implemented below the congressional notification threshold. The current deal focuses on enhancing Iraq’s ability to transmit and manage critical information securely within the Ministry of Defence, rather than introducing new weaponry.
The integration of additional equipment and services is anticipated to significantly improve satellite connectivity, which is essential for effective command and control. This capability is closely linked to key areas such as border security, the safeguarding of energy infrastructure, and coordination among dispersed military units.
Network Innovations, a communications firm based in Maryland, has been identified as the principal contractor for this project. In addition to supplying hardware, the sale includes training and engineering support. Notably, US government and contractor personnel will be stationed in Iraq for up to five years to offer ongoing assistance. These teams will conduct quarterly program reviews, oversee equipment upgrades, and facilitate in-country training to ensure the effective implementation of the satellite communication systems.
This VSAT approval is indicative of a broader trend in US-Iraq defense relations over the past two years. Recent agreements have primarily centered on sustainment, training, and modernization, with an emphasis on optimizing existing military capabilities rather than introducing new platforms. The US has approved several packages to support Iraq’s fleet of US-made F-16 fighter jets, which include provisions for maintenance, spare parts, and contractor logistics support to keep the aircraft operational.
Furthermore, sales related to missiles and munitions have continued, albeit at a controlled pace. Over the past two years, the US has also cleared follow-on support for precision-guided munitions, including Hellfire missiles utilized by Iraqi aircraft and helicopters, focusing on replenishment and lifecycle support rather than significant new acquisitions. This ongoing partnership highlights the United States’ commitment to supporting Iraq in maintaining and enhancing its defense capabilities.
