India, China Likely to Hold 16th Round Of Military Talks On July 17

  • India and China are likely to hold the 16th round of high-level military talks on July 17 to resolve the issues in remaining friction points along the LAC in eastern Ladakh, people familiar with the development said on Wednesday. The last round of talks b/w the Indian Army and the Chinese PLA took place on March 11.
  • In the fresh round of talks, the Indian side is expected to press for disengagement of troops as soon as possible in all the remaining friction points besides seeking resolution of issues in Depsang Bulge and Demchok.
  • The situation at the LAC remains tense as both sides have deployed over 50,000 soldiers each to the frontier, with strong defences dug at forward areas. As reported by ET, the region has seen intensified air operations in the past few days as well, with the Chinese air force undertaking an air defence exercise. The Indian Air Force too has deployed frontline jets to the area and is conducting intense sorties, besides keeping a watchful eye on activities across the border.
  • The eastern Ladakh border standoff between the Indian and Chinese militaries erupted on May 5, 2020, following a violent clash in the Pangong lake areas.

China To Gain Indian Ocean Region Access In India’s Backyard

  • China is giving a major push to infrastructure projects in India’s immediate eastern neighbourhood –– the Myanmar-Laos-Cambodia-Thailand belt –– which will give Beijing unprecedented access to the Indian Ocean Region, often considered New Delhi’s sphere of influence.
  • China is actively supporting Myanmar in different sectors, including a lesser-known strategic port project in the eastern part of Shan state (Myanmar) besides a railway project in Laos.
  • Given Myanmar’s unique geographical position in China’s grand infrastructure plan, the country is crucial for China to access Bangladesh and Southeast Asia via the Indian Ocean and land border. Chinese official media often described the China-Laos Railway as a new engine to boost economic cooperation b/w China and the ASEAN.

India Intensifies Fighter Operations As China Ups Temperature Near Ladakh

  • India has intensified fighter operations in Ladakh, with frontline jets carrying out increased sorties including night operations, as the Chinese air force has embarked on an aggressive defence exercise across the border in Tibet.
    • Fighter aircraft including Rafales and Su 30MKIs have been operating with enhanced frequency from Leh and Thoise air bases for the past few days, even as the People’s Liberation Army Air Force has activated its air defence network and is conducting a large-scale exercise involving its combat jets.
    • On the Indian side, night flying is being undertaken with enhanced frequency, as there have been instances of Chinese fighter jets probing areas close to the contested zones in eastern Ladakh. In an instance, Chinese fighter jets flew close to a contested area at around 4 am in late June, triggering a response from the Indian side. The incident did not escalate into a bigger crisis as the Chinese combat jet did not breach the border, but a formal protest was lodged by India as per the established border talks mechanism.

Indian Army takes steps to prevent misuse of new combat uniform

  • The Army has initiated a series of measures to ensure that its new combat uniform is not misused, people familiar with the matter said on Wednesday.

  • They said the steps included preventing unauthorized sale of new uniforms and seeking a design patent for it.

  • The new uniform was unveiled on Army Day on January 15.
  • The people said strict instructions have been issued prohibiting any serving Army personnel to procure the new uniform from unauthorised vendors. They said once the patent process is completed, any shopkeeper selling the new combat dress without authorisation will face legal actions and subsequent prosecution.

ISRO Develops Satellite For Bhutan, Training Engineers In Its Use

  • ISRO Chairman S. Somnath on Monday said the engineers of India’s premier space agency and the Bhutan government have developed a small satellite and Bhutanese engineers are being trained for using it.
  • “We are not only launching a satellite for Bhutan, but we made them a part of it. Scientists from Bhutan have come to ISRO and worked with us. They have developed the satellite. They are trained on the ground in space stations. Even today they are in Ahmedabad undergoing training for how to make use of the satellite”.
  • In 2017, the South Asia Satellite was launched by India as a gift to the countries in South Asia Region including Afghanistan, Nepal, Bhutan, Bangladesh, Sri Lanka, and the Maldives and the Ground Earth Station has been constructed with the support of ISRO.

Historical Ties

  • India and Bhutan have been sharing ties since 1910 when Bhutan became a protectorate of British India, allowing the British to “guide” its foreign affairs and defence.
  • When India declared independence in 1947, Bhutan was among the first nations to recognise it. Since then, the relationship between the countries has become stronger, especially because Bhutan also has a historically tense relationship with China.
  • Besides sharing a 699 Kilometres border, India and Bhutan also share deep religio-cultural links. Guru Padmasambhava, a Buddhist saint played an influential role in spreading Buddhism and cementing traditional ties between people in both nations.
  • India opened an office of a Special Representative in Thimphu in 1968, Bhutan reciprocated in 1971. The two offices of special representatives were upgraded to full-fledged embassies in 1978
  • The basis for bilateral relations between India and Bhutan was formed by the Indo-Bhutan Treaty of Peace and Friendship of 1949. However, Article 2 of the treaty critically gave India a role in guiding Bhutan’s foreign policy. Hence, some changes in the treaty were made in 2007.
  • The new treaty says that Bhutan can import arms as long as Indian interests are not harmed and there is no re-export of the weapons, either by the government or individuals.
  • Article 6 and 7 in the current treaty encompass the issue of ‘national treatment’ and equal privileges for citizens on each other’s soil.
