CURTAIN RAISER: NAVAL COMMANDERS’ CONFERENCE 22/1   

  • The first edition of Naval Commanders’ Conference of 2022 is scheduled from 25 to 28 Apr 22. The Conference serves as a platform for Naval Commanders to discuss important maritime matters at the military-strategic level as well as interact with Senior Government functionaries through an institutionalised forum.
  • During the Conference, Hon’ble Raksha Mantri Shri Rajnath Singh will address and interact with the Naval Commanders on matters pertaining to the national security. The Chiefs of Indian Army and Indian Air Force will also interact with the Naval Commanders to address convergence of the three Services vis-à-vis a common operational environment, as well as discuss avenues of augmenting Tri-Service synergy and readiness.
  • The Chief of the Naval Staff, along with other Naval Commanders will review major Operational, Materiel, Logistics, Human Resource Development, Training and Administrative activities undertaken by the Indian Navy in the last six months and further deliberate upon future plans for important activities and initiatives. The conference would also dwell upon dynamics of the geostrategic situation in the backdrop of security scenario in the neighbourhood as well as changes emerging due to ongoing Russia-Ukraine conflict.
  • The Indian Navy is focused on being a combat ready, credible and cohesive force with a future-ready outlook and continues to assiduously execute its mandate. The Navy has witnessed a significant growth in its operational tasking over the years in consonance with India’s growing maritime interests. Indian Navy’s standing as the ‘Preferred Security Partner’ has also grown concomitantly in recent times. In 2020-21, IN ships have undertaken multiple COVID related outreach missions to provide food and medical aid to IOR littoral nations and beyond as part of Hon’ble PM’s vision of SAGAR (Security and Growth for All in Region).

CNS VISIT TO SEYCHELLES

  • Continuing with his ongoing tour to the South-West Indian Ocean Region, Admiral R Hari Kumar, CNS, Indian Navy, visited Seychelles from 21 to 23 Apr 22.
  • The CNS presented a Navigation Chart of Port Victoria, prepared by the National Hydrographic Office of India, under the MoU on bilateral hydrographic cooperation.
  • During the visits to various SDF units and interactions with the leadership, the CNS reminisced his own experiences as the then Naval Advisor to the Government of Seychelles in 2001-02 and complimented the SDF on the development of maritime capabilities as well as their progressive outlook. He also highlighted the significance accorded by both countries to a collaborative approach toward maritime security in the Indian Ocean.
  • In this context, CNS deeply appreciated the active participation of Seychelles in the Goa Maritime Conclave, MILAN, and Indian Ocean Naval Symposium (IONS). Earlier, CDF, Seychelles had attended MILAN-22 at Visakhapatnam in February 2022.  
  • While, the CDF hosted the CNS for a luncheon at SDF Headquarters, the SDF leadership attended a reception onboard Indian Naval Ship Sharda, hosted jointly by Gen Dalbir Singh Suhag (Retd), High Commissioner of India to Seychelles and the CNS. INS Sharda is currently in Seychelles after escorting Coast Guard Ship Zoroaster, a vessel sourced from an Indian Shipyard (GRSE, Kolkata) in 2021, back to Seychelles after her recent deployment to India for participation in MILAN-22 and Guarantee Refit.
  • The CDF expressed a very high regard for the professional refit of Zoroaster in India and thanked the CNS for the excellent support extended by Indian Navy. In addition, he gratefully acknowledged the prompt medical evacuation of a crew member of Zoroaster on 14 Apr 22, from sea by an Indian Navy helicopter.
  • The interactions of the CNS at Seychelles set in motion a promising trajectory of further growth in the scale and scope of bilateral defence engagements, founded on the principles of SAGAR (Security And Growth for All in the Region) and the ‘Five S’ Vision of Sammaan (Respect) – Samvaad (Dialogue) – Sahyog (Cooperation) – Shanti (Peace) and Samriddhi (Prosperity) articulated by the Hon’ble Prime Minister of India.

IAF arming Russian chopper fleet with Israeli NLOS anti-tank guided missiles

  • Indian Air Force is arming its Russian-origin helicopters with the Israeli ‘Non-Line of Sight (NLOS) ATGMs’ which can hit ground targets from distances up to 30 km.
    • The Israeli Spike NLOS anti-tank guided missile is being integrated into the Russian-origin fleet of Mi-17V5 helicopters which can take out targets from long ranges and can prove to be very effective against enemy armoured columns in times of conflict.
    • During the ongoing Russia-Ukraine conflict, the reports suggest that the Ukrainian forces have used the anti-tank and anti-aircraft missiles supplied by the Western European nations and America effectively against the Russian armoured columns.
    • The air-launched NLOS ATGMs can carry out strikes at its ground targets from standoff distances and can cause considerable damage to the enemy tank regiments and prevent their advances

143 Officers Graduate From Military Institute of Technology

  • As many as 143 military officers, including seven officers from Sri Lanka, have graduated after successful completion of the Defence Services Technical Staff Course (DSTSC) from the Pune-based Military Institute of Technology (MILIT), the premier tri-services technology training institute of India.
  • DSTSC courses are conducted for all arms of the Indian military to prepare mid-level officers for tenet command and staff appointments.
  • In overall order of merit in DSTSC Army, Navy and Air Force were awarded to Major Vineet Kumar Malik, Commander Ravish Chugh and Squadron Leader Vivek Sharma respectively. Purple Trophy instituted by the CISC to promote jointness amongst the tri-service officers was awarded to Lt Col Lokesh Ahlawat.

MHA Mulling Proposal To Offer More CAPF Posts To IPS Officers

  • The Union MHA is mulling a proposal to revive an old system of bringing on deputation Indian Police Service officers in the CAPFs at commandant or senior SP rank. According to the current policy, IPS officers can join the CAPFs like BSF, ITBP, and CRPF at the rank of DIG, one rank higher than the commandant designation.
  • In CISF and SSB, IPS officers are working at the rank of commandant or senior superintendent of police.
  • BSF, ITBP and CRPF also used to have IPS officers coming in at commandant rank, but the system got scrapped over the last few decades due to various reasons including the lack of a deputation pool.
  • The latest move has been initiated by the country’s largest frontier guarding paramilitary unit, the Border Security Force (BSF), as a measure to provide “bottom to top leadership” and ensure complete exposure for the IPS officers who largely head all the verticals of these forces, including the top post in the director general (DG) rank.

IAF’s Fighter Jet Upgrade Faces Tight Timelines  

  • AN emerging strategic scenario is the scheduled phasing out of a chunk of the Indian Air Force (IAF) fighter jet fleet, but the only firm replacement so far is the order for 83 planes of the Tejas Mark1A version. The other projects remain a ‘work in progress’.
  • Over the next two-three years, all the four squadrons of the Soviet-era MiG-21 fighter jets will retire. The IAF’s Jaguar, MiG-29 and Mirage 2000 jet fleets — all inducted in phases during the 1980s — are slated to retire in batches beyond 2029-30. These four types of jets are about 270 in number and are operating on an extended life cycle.
  • In February last year, the Ministry of Defence (MoD) placed a Rs. 48,000-crore order for Tejas Mark1A with public sector giant Hindustan Aeronautics Limited (HAL). The prototype is expected by July. A series of validations will follow and deliveries of the entire lot of 83 are targeted by February 2030.
  • The IAF, at present, has 32 squadrons against the 42 mandated by the government to tackle a collusive threat from China and Pakistan. The number could go down to 28 squadrons by 2024-25 when all the MiG-21s are phased out. So far, India’s plans to get additional MiG-29 and Sukhoi 30 MKI from Russia.
