The U.S. Marine Corps (USMC) has launched its 2025 Aviation Plan, with “Project Eagle” at its heart, aimed at modernizing and enhancing operational readiness to address evolving threats. This ambitious initiative consists of two primary concepts: Distributed Aviation Operations and Decision-Centric Aviation Operations, which will shape the USMC’s aviation strategy, doctrine, and procurement processes.
These concepts emphasize the use of artificial intelligence for decision-making, the incorporation of autonomous systems, and the advancement of digital command and control capabilities. Furthermore, the plan prioritizes the integration of manned-unmanned teaming to improve combat effectiveness. Col. Derek Brannon, Branch Head for the Cunningham Group at Headquarters Marine Corps Aviation, expressed confidence in Project Eagle, stating it builds on previous advancements, setting the stage for the Marine Corps to leverage technological innovations while ensuring combat readiness across all operational domains.
In addition to technological upgrades, the plan specifics essential modifications necessary to boost the USMC’s preparedness in potential conflict scenarios. A central aim is the maintenance of the existing aircraft fleet, ensuring that aircrew and support teams are equipped and trained to “fight tonight.” Alongside modernization initiatives, the Corps acknowledges the critical need for a well-trained cadre of aircrew and support personnel, especially as they transition to cutting-edge technologies.
The plan will adopt a bottom-up approach for sustainment, allowing for better management of unit needs and fostering the development of tools like additive manufacturing and digital twin modeling to enhance supply chain efficiency. As part of this initiative, the USMC will reassess and refine current policies and maintenance practices, which includes establishing a Maintenance Operations Center designed to improve responsiveness to aircraft-on-ground situations.
Modernization efforts will specifically target key aircraft, including the F-35 fighter jet, MV-22 Osprey helicopter, and AH-1Z Viper. The integration of unmanned aerial systems will also be enhanced, with plans to expand the fleet of MQ-9A Reapers and increase their operational capabilities. The Marine Air Command and Control System will implement advanced technologies such as the TPS-80 radar and Ground-Based Air Defense Systems to bolster air operations.
Furthermore, the reserve air wing of the 4th Marine Aircraft Wing will play a crucial role in supporting active-duty forces, underlining the USMC’s strategy of total force integration. Lt. Gen. Bradford Gering, Deputy Commandant for Aviation, emphasized the 2025 Aviation Plan as a testament to the Corps’ commitment to maintain operational superiority and readiness to project military force whenever and wherever necessary.
