Arunachal Pradesh Chief Minister Pema Khandu has pointed out the transforming role of the Indian Army as a vital ally in the state’s development, moving beyond its traditional responsibilities of border protection. During an important meeting on Thursday at the Civil Secretariat in Itanagar, Khandu met with Chief of Army Staff General Upendra Dwivedi and Lt. Gen. Abhijit S. Pendharkar, General Officer Commanding (GOC) of the 3 Corps, to explore collaborative initiatives focused on nation-building and enhancing the state’s economy.

The discussions highlighted the Army’s significant contributions to tourism initiatives across Arunachal Pradesh, particularly through projects like the Vibrant Villages Programme. This programme has reportedly improved connectivity and created economic opportunities in remote areas. Specific projects mentioned included tourism development plans for Mayudia and the Yangtse waterfall, alongside efforts aimed at preserving war history and advancing the Namti Valley war memorial. Khandu remarked, “The Army is no longer just guarding our borders; it has become a key partner in Arunachal Pradesh’s development,” citing visible changes in the state’s economic landscape.

Strategic issues also formed a cornerstone of the dialogue, focusing on land matters, local youth recruitment into the Army, and recognition for gallantry award recipients from the state. Additionally, pathways for integrating Agniveers and ex-servicemen into state police and broader government roles were discussed. General Dwivedi reiterated the Army’s dedication to extending its role beyond border security, aligning its objectives with national development targets.

This partnership emerges against a backdrop of rising geopolitical tensions along the India-China border, particularly in light of the 2020 Galwan Valley clash. This scenario has prompted India to fast-track infrastructure development in the region. The Vibrant Villages Programme, launched in 2021, has already reported a promising 15% economic boost in pilot areas, according to a 2024 economic survey by the Ministry of Development of North Eastern Region.

Khandu urged participants to actively engage the Army in civilian functions, positioning it as a proactive partner in the state’s developmental journey. The meeting concluded with a shared commitment to enhance collaboration for the advancement of Arunachal Pradesh and contribute to a broader vision of national growth, signaling a new era of military-civilian cooperation in the region.
