The M23, which is backed by Rwanda, previously captured major cities such as Goma and Bukavu in January and February.

The acquisition of Uvira, a city that houses several hundred thousand residents, gives the M23 control over the land border with Burundi and effectively cuts off military support for the Congolese government from its neighboring country. Reports indicate that on Friday, both pedestrians and motorbikes were circulating in the city near Lake Tanganyika.

Residents recounted how M23 fighters were actively patrolling the streets a day prior, seeking to eliminate any remaining Congolese forces and their allied militias, often referred to as “Wazalendo.” “The new authorities told people not to leave their homes until they finish the sweep. Locals, however, are engaged in “salongo,” a communal work initiative enforced by the militia, which involves cleaning public spaces and maintaining order.

One gas station employee recounted an encounter with three young M23 soldiers who visited his home, sharing details about their friendly demeanor despite the initial fear their appearance instigated. They reassured him, saying, “Why are you scared? You should go out for a walk,” while also informing him of their expectations, including restrictions on alcohol consumption before 4:00 pm and mandatory participation in community work on Saturdays.

As the situation unfolds in Uvira, residents navigate this new reality under the control of M23, balancing their daily lives with the complexities of living under a militia regime.
