NAKSHA Phase-2 Training
- Naksha pilot programme was launched in 2024-25 to enhance urban land record management in Uttar Pradesh. This initiative aims to provide accurate and easily accessible land records.
- It is part of a broader effort to improve urban planning and infrastructure development. The programme covers 157 urban local bodies across 27 states and 3 union territories. Ten urban local bodies in Uttar Pradesh were specifically selected for this initiative. The primary goal of the Naksha programme is to create a transparent system for property ownership.
- This will help streamline urban planning processes. Accurate land records are essential for efficient governance and urban management. Additionally, the programme aims to prevent fraud in property transactions by clearly defining ownership rights.
- The Naksha programme employs state-of-the-art aerial and field survey techniques. These methods contribute to the development of a comprehensive Geographic Information System (GIS)-integrated database. This database will include detailed information about urban land parcels. The integration of technology in land management is crucial for accurate record-keeping.
- Currently, 22.27% of Uttar Pradesh’s population resides in urban areas. This figure is expected to rise to approximately 40% by 2031. The rapid urbanisation necessitates the establishment of reliable urban land records. The Naksha programme addresses this urgent need by providing a structured approach to land management.
- The introduction of mapped urban land records will facilitate smoother judicial proceedings in case of disputes. Legally certified land data will enhance municipal revenue collection. It will also improve disaster preparedness and attract private investment.
- The programme supports the development of infrastructure facilities, which is vital for urban growth. The revenue department of Uttar Pradesh has also digitised rural land records. This includes the incorporation of technology in land management processes.
- Unique Land Parcel Identification Numbers (ULPIN) have been assigned to each plot of land. This system simplifies real estate transactions and aids in resolving taxation issues.
- The Naksha programme enhances public access to land records. Citizens can apply online for various services related to land management. This includes applications for succession, land declaration, and complaints about illegal occupation. The revenue court management system allows parties to view case statuses online.

Nari Shakti Vandan Adhiniyam
- Government of India is preparing to implement change in the political landscape by rolling out a reservation of seats for women in the Lok Sabha and state assemblies.
- This initiative, known as the Nari Shakti Vandan Adhiniyam, is closely tied to the delimitation exercise that will follow the upcoming Census. The aim is to ensure that one-third of the seats are reserved for women in the 2029 Lok Sabha elections.
- The Nari Shakti Vandan Adhiniyam was passed in September 2023. It mandates that one-third of seats in the Lok Sabha and state assemblies will be reserved for women. This reservation will only come into effect after a delimitation exercise based on the Census data.
- The Census is set to provide critical demographic information required for this process. The upcoming Census will be conducted digitally, utilising mobile applications for data collection.
- It is expected to provide timely data, which will be crucial for delimitation. The Census aims to capture the population as of March 1, 2027, and will include caste enumeration. This data will help readjust the seats in the Lok Sabha and state assemblies.
- Delimitation involves redrawing the boundaries of electoral constituencies. This process is mandated by Article 82 of the Constitution of India, which requires readjustment of seats after every Census. The last delimitation was based on the 1971 Census, and the current Lok Sabha reflects outdated population figures. Southern states have expressed concerns regarding the potential impact of delimitation on their representation in the Lok Sabha. These states fear that increased seats for northern states could diminish their relative power.
- The government has assured that no southern state will lose seats on a pro-rata basis. For delimitation to occur following the next Census, Parliament must pass a Delimitation Act. This Act will establish a Delimitation Commission to oversee the process. If no new amendment is passed by 2026, the current freeze on delimitation will automatically end, allowing for adjustments based on population growth.
- Article 81(2)(a) of the Constitution stipulates that the allocation of seats should maintain a ratio between state populations and the number of seats. This provision aims to ensure fair representation across states. Exceptions apply only to smaller states with populations below six million.
Mukhya Mantrir Jiban Anuprerana Scheme
- Mukhya Mantrir Jiban Anuprerana Scheme was launched by Assam Chief Minister Himanta Biswa Sarma in 2025. This initiative aims to provide financial support to research scholars in Assam, particularly focusing on those with disabilities.
- The scheme is notable for being the first of its kind in the state, designed to boost research and development. The scheme offers a one-time financial grant of Rs 25,000 for full-time research scholars.
- Divyang researchers are eligible for a higher amount of Rs 40,000. This financial support is crucial for scholars to pursue their research without financial burdens. The scheme is open to permanent residents of Assam enrolled in public institutions, including state and central universities.
- Alongside the launch of the Mukhya Mantrir Jiban Anuprerana Scheme, the Chief Minister introduced the Swagata Satirtha Portal. This platform simplifies the mutual transfer process for government employees. It aims to make the transfer system more transparent and efficient.
- A total of 9,004 Grade III and IV employees benefited from this initiative, marking step towards streamlined government operations. The Assam government has shown a strong commitment to employee welfare. Chief Minister Sarma brought into light that Assam is one of the few states that offers dearness allowance and relief on par with the central government.
- The government has implemented a merit-based, transparent procedure for job appointments, ensuring fairness in recruitment. The government has also introduced housing loan schemes like ‘Apun Ghar’.
- Initially set at Rs 15 lakh, the loan amount has now been increased to Rs 30 lakh in response to employee requests. Additionally, the Nijut Moina scheme provides monthly financial assistance to students, further promoting education and empowerment, especially for girls.
- The Mukhya Mantrir Jiban Anuprerana Scheme is expected to have a deep impact on research and development in Assam. By alleviating financial constraints, the scheme empowers scholars to complete their research on time. This initiative aims to enhance employability in educational institutions, encouraging a culture of innovation and academic excellence.
