Rajya Sabha Passes ISO (Command, Control & Discipline) Bill – 2023  

  • The Rajya Sabha, on August 08, 2023, passed the Inter-Services Organisation (Command, Control & Discipline) Bill – 2023. It was passed by the Lok Sabha on August 04, 2023.
  • The bill seeks to empower the Commander-in-Chief and Officer-in Command of ISOs with all disciplinary and administrative powers in respect of the personnel serving in or attached to such organisations.
  • Salient Features
  • The ‘ISO Bill – 2023’ shall be applicable to all personnel of regular Army, Navy, and Air force, and to persons of other forces as notified by the Central Government, who are serving in or attached to an Inter-Services Organisation.
  • Bill empowers the Commander-in-Chief, Officer-in-Command or any other officer specially empowered in this behalf by the Central Government with all the disciplinary and administrative powers in respect of personnel serving in or attached to their ISO for the maintenance of discipline and proper discharge of their duties, irrespective of the service.
  • The Commander-in-Chief or the Officer-in-Command means General Officer/Flag Officer/Air Officer who has been appointed as Commander-in-Chief of Officer-in-Command an Inter-Services Organisation.
  • To maintain Command and Control in the absence of the Commander-in-Chief or the Officer-in-Command, the officiating incumbent or the officer on whom the command develops in the absence of a C-in-C or Oi/C will also be empowered to initiate all disciplinary or administrative actions over the service personnel, appointed, deputed, posted or attached to an Inter-Services organisation.
  • The Bill also empowers the Commanding Officer of an Inter-Services organisation to initiate all disciplinary or administrative actions over the personnel appointed, deputed, posted or attached to that Inter-Services Organisation. For the purpose of this Act, Commanding Officer means the officer in actual command of the unit, ship or establishment.

BEL Eyes Rs 20,300 Cr. Turnover in 2023-24          

  • State-run Bharat Electronics Limited has set a target of Rs 20,300 crore for the financial year 2023-24 as demand for indigenous products is driving growth for the company, its CMD Bhanu Prakash Srivastava said. He said the order book of the ‘Navratna’ PSU under the Ministry of Defence stands at around Rs 64,800 crore as on August 1 this year.
  • The Bengaluru-headquartered company has plans to start marketing offices in Brazil, Armenia and Kazakhstan, Srivastava said.
  • He said the export sales target for 2023-24 is USD 90 million.
  • The Government of India, he noted, is focusing on self-reliance to encourage domestic industry and has imposed restrictions on the import of certain categories of defence equipment.
  • “This will enhance the demand for indigenous products and services in the near future,” he said. “BEL being a leading indigenous solution provider in the defence sector will have more opportunities in the coming years and this will drive the growth of the company”.

Dhaksha Unmanned Systems Wins Order From Army For 200 Drones              

  • Agri solutions provider Coromandel International’s subsidiary and drone manufacturer DUS on announced it has secured a supply order for 200 medium-altitude logistics drones and accessories from the Indian Army.
  • Dhaksha Unmanned Systems, an arm of Coromandel International, has bagged two orders for 600 drones with an aggregate value of ₹165 crore.
  • It also won a contract for 400 drones from the agri inputs cooperative IFFCO for the supply of input-spraying drones.

US, Iraq Discuss Long-term Defense Cooperation

  • Defence officials and diplomats from the United States and Iraq met at the Pentagon for the start of two days of talks that include a meeting between US Defense Secretary Lloyd Austin and Iraqi Minister of Defense Thabit Muhammad al-Abbasi.
  • The United States and Iraq hope to take critical steps to expand their partnership from one focused almost entirely on countering the Islamic State (IS) to a 360-degree whole-of-government alliance.
  • The US has about 2,500 troops in Iraq tasked with advising and assisting Iraqi security forces as they pursue the remnants of the Islamic State group, also known as ISIS or Daesh.
  • The payoff has been a 64 per cent reduction in IS attacks in Iraq so far this year, US officials say. And the attacks that have taken place have been less deadly.
