20 Delhi Police Women Constables Allegedly Duped with Marriage Promises, 23-Year-Old Man Arrested

Delhi Police have arrested a 23-year-old man, Vikrant Tomar, also known as Vikrant Kumar alias Vicky Tomar, from Burari in a case that allegedly involves cheating women police constables by posing as a wealthy businessman and offering marriage promises. Investigators say he also induced them to transfer money under the pretext of high-return investments. Police suspect nearly 20 women constables from the same batch may have been targeted, with the amount involved placed at about Rs 24 lakh, while many of the women are yet to file formal complaints.

The case came into focus after Constable Shiwani, who is posted at Karol Bagh police station, approached police with a complaint. According to the investigation, Tomar first made contact with her on Instagram and said he was seeking guidance on Delhi Police recruitment under the sports quota. The conversation later shifted to a messaging application, where he allegedly built familiarity while presenting himself as a successful businessman and a prominent cricket professional.

Police say Shiwani was persuaded to part with her savings after Tomar assured her of strong returns. She reportedly transferred money from her Axis Bank account, took a personal loan of Rs 12 lakh, and borrowed additional sums from acquaintances. Taken together, the total came to approximately Rs 24 lakh. Of this, around Rs 8 lakh was transferred, on Tomar’s directions, to bank accounts linked to the 1x.com (OneX) betting platform. The complaint also alleges that during an in-person meeting, Tomar inappropriately touched the constable’s waist with the intention of outraging her modesty. A case was registered on September 8, 2026.

Modus Operandi

Investigators state that Tomar used Instagram to project an image of affluence and status. He allegedly posted videos showing luxury cars, expensive restaurants, and a high-end lifestyle. Police further claim that he rented costly cars for eight-hour periods to take the women on outings, and that he sometimes used the same vehicle with different women to strengthen the impression that he was wealthy. After gaining trust and making marriage promises, he allegedly sought money under different pretexts.

Police also allege that funds obtained from one woman were at times used to arrange outings with another. This is part of what investigators describe as a broader pattern of deception built around social media, personal access, and financial inducements. The allegations remain under probe, and the exact flow of money is still being traced.

A notable aspect of the investigation is that Tomar’s live-in partner is also a Delhi Police woman constable. Officers suspect he may have used information about her batchmates to identify and approach other targets. All the women believed to have been approached are said to belong to the same batch, though police have not yet confirmed how many have formally come forward.

Tomar was already facing five FIRs in Delhi in connection with similar cheating allegations. These cases were registered at Mayapuri, Hari Nagar, and Inderpuri police stations, as well as the East District Cyber Police Station. Police said he had been granted bail in June 2026.

The Central District Cyber Police are now questioning the accused. Investigators are examining bank records, the financial trail linked to betting-platform accounts, and other documents to determine the exact number of victims, the total amount involved, and whether anyone else helped identify targets or facilitate the transfers. Police are also trying to encourage other potential victims to come forward.

The case has drawn attention to how social media can be used to create a fabricated image of wealth and status for fraud. Police continue to trace the money trail and widen the investigation beyond the original complaint, while the allegations against Tomar are still being examined.
