Maritime forces from around the world, as well as several international organizations, kicked off the multinational maritime exercise Cutlass Express 2023 (CE23) on March 5, 2023, at the Coast Guard Training Center in Djibouti.

CE23 is one of three regional exercises facilitated by NAVAF that provide collaborative opportunities for African, American, and international partners to address shared transnational maritime concerns. The ongoing maritime security cooperation between the NAVAF and African partners focuses on increasing maritime awareness, response capabilities, and infrastructure.

Exercise Cultass Express 2023

This year’s exercise will take place in Djibouti, Kenya, and Mauritius, with multiple shore-based and at-sea training events taking place along Africa’s eastern coast. Furthermore, CE23 will be linked with the International Maritime Exercise of the United States Naval Forces Central Command, eliminating regional seams and increasing combined global capabilities and interoperability.

Indian Navy at Ex-Cultass Express 2023

INS Trikand is taking part in the International Maritime Exercise/ Cutlass Express 2023 (IMX/CE-23), which is taking place in the Gulf region from February 26 to March 16, 2023. She will participate in the exercise alongside participants from over 50 nations and international maritime agencies, with the common goal of improving maritime security and keeping the region’s sea lanes safe for maritime commerce.

IMX/CE-23 is one of the world’s largest multinational maritime exercises. While this is the Indian Navy’s first IMX participation, it is also the second time an Indian Naval ship has participated in a CMF exercise. Previously, on November 22, INS Trikand took part in the CMF-led Operation Sea Sword 2. Participation in exercises such as Sea Sword 2 and IMX/CE-23 allows the Indian Navy to strengthen relationships with maritime partners in the IOR while also improving interoperability and collective maritime capability. It also allows the Navy to make a positive contribution to regional stability and security.

Significance of Ex-Cultass Express 2023

The exercise will improve Maritime Domain Awareness (MDA), information sharing between Maritime Operation Centers (MOCs), maritime interdiction, adherence to the rule of law, and counter-proliferation interdiction capabilities in order to disrupt illicit maritime activity and strengthen safety and security in East Africa.
