PM Modi To Disburse ₹20,500 Cr Under PM-KISAN

  • Prime Minister Narendra Modi will release the 20th instalment of PM-KISAN by disbursing more than 20 thousand 500 crore rupees to over nine crore 70 lakh farmers tomorrow during his visit to Varanasi, Uttar Pradesh. Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) is a flagship government scheme designed to support small and marginal farmers by providing them with financial assistance. Below are its key features:
image 762
  • Direct Income Support: PM-KISAN provides eligible farmers with an annual financial benefit of ₹6,000, disbursed in three equal installments of ₹2,000 each. The funds are directly transferred to the beneficiaries’ bank accounts through the Direct Benefit Transfer (DBT) system, ensuring transparency and efficiency.
  • Eligibility Criteria: Initially, the scheme targeted small and marginal farmers with up to 2 hectares of cultivable land. However, it was later extended to cover all farmer families irrespective of landholding size, subject to certain exclusions.
  • Exclusion Categories: Institutional landholders, government employees, income tax payers, and professionals such as doctors and engineers are excluded from the scheme. Retired pensioners receiving monthly pensions above ₹10,000 are also ineligible.
image 763
  • Objective: The scheme aims to supplement farmers’ income to help them meet agricultural and household expenses. It also seeks to reduce their dependence on informal credit and improve their overall financial stability.
  • Implementation: PM-KISAN is implemented by the Ministry of Agriculture and Farmers’ Welfare in collaboration with state governments, which are responsible for identifying beneficiaries.

Professor Michele Dougherty

  • United Kingdom has appointed Professor Michele Dougherty as Astronomer Royal, making her the first woman to hold the prestigious title in its 350-year history. The Astronomer Royal is an honorary role that dates back to 1675. Traditionally, the post involves advising the UK’s monarchy on astronomical matters and promoting public interest in space and science.

  • Professor Dougherty is best known for her work on NASA’s Cassini mission, which led to the discovery of jets of water vapour erupting from Saturn’s moon Enceladus, a finding that suggests the moon could potentially support life.

Kaziranga Tiger Reserve

  • Kaziranga Tiger Reserve (KTR) in Assam has emerged as the tiger reserve with the third-highest tiger density in India. This was revealed in a 2024 report released on Global Tiger Day.
  • Known primarily for its one-horned rhinoceros, Kaziranga now also stands out as a critical tiger habitat. The reserve recorded 148 tigers across 1,307.49 sq. km, reflecting growth since 2022. The tiger count rose from 104 in 2022 to 148 in 2024. This increase was aided by the first-ever sampling of the Biswanath Wildlife Division, which alone recorded 27 tigers.
image 765
  • The survey was conducted between December 2023 and April 2024 using camera traps. Officials employed the spatially explicit capture-recapture method, a precise technique endorsed by the National Tiger Conservation Authority and the Wildlife Institute of India. Over 13,000 trap nights yielded more than 4,000 tiger images, enabling identification of individual tigers by their right-flank stripe patterns.
  • Kaziranga’s tiger density stands at 18.65 tigers per 100 sq. km. This ranks behind Karnataka’s Bandipur Tiger Reserve (19.83 tigers per 100 sq. km) and Uttarakhand’s Corbett National Park (19.56 tigers per 100 sq. km). These figures show Kaziranga’s importance in India’s tiger conservation landscape and its rising role in protecting this apex predator.
image 766
  • Key drivers of tiger population growth include habitat expansion and improved protection. Recently, Kaziranga expanded by 200 sq. km through the inclusion of Burhachapori-Laokhowa sanctuaries in the Nagaon Wildlife Division. This expansion added 12.82 sq. km of encroachment-free land. It enhanced landscape connectivity, allowing tigers to move, breed and disperse more freely across divisions.
  • Assam’s efforts to curb infiltration and encroachment have also contributed to a safer environment for tigers.  Kaziranga lies in the Brahmaputra River floodplain, spanning Golaghat, Nagaon and Sonitpur districts. The terrain is mostly flat with gentle slopes.
image 767
  • The reserve’s core tiger habitat is nourished by tributaries of the Brahmaputra, such as the Diffalu and Moradifalu rivers. Kaziranga connects to neighbouring reserves through river island corridors, facilitating wildlife movement. The reserve supports several vegetation types, including alluvial grasslands, savanna woodlands, moist mixed deciduous and semi-evergreen forests.
image 768
  • Notable flora includes Bombax ceiba, Albizzia species and Lagerstroemia parviflora. Kaziranga hosts many endangered species such as the one-horned rhinoceros, tiger, eastern swamp deer, elephant, buffalo, hoolock gibbon, capped langur and Gangetic river dolphin. This biodiversity underlines Kaziranga’s status as a vital conservation hotspot.

Sundarbans Tiger Reserve Expansion

  • Sundarbans Tiger Reserve (STR) is set to become India’s second-largest tiger sanctuary. A proposal to expand the reserve by 1,100 sq km has reached the Union Ministry of Environment, Forest and Climate Change (MoEF&CC). This expansion will increase the reserve’s area from 2,585.89 sq km to 3,629.57 sq km. The National Tiger Conservation Authority (NTCA) has already granted technical clearance. The final approval now rests with the Standing Committee of the National Wildlife Board (NWLB).
image 769
  • The expansion proposal includes three forest ranges in South 24-Parganas – Raidighi, Matla, and Ramganga. Once incorporated, the Sundarbans Tiger Reserve will be second only to Andhra Pradesh’s Nagarjunasagar-Srisailam Tiger Reserve in size. The NTCA and NWLB are both chaired by Union Environment Minister Bhupender Yadav. The expansion aims to improve tiger management by unifying the core and buffer forest areas. It will facilitate better patrolling and monitoring of tiger populations. Central funding and resources for conservation efforts are expected to increase.
image 770
  • The move is also intended to strengthen the ecological integrity of the mangrove forest ecosystem. The idea of expanding STR to include adjoining forest areas dates back nearly two decades. Initial efforts in 2005-06 stalled but were revived in 2022-23 by a committee led by the Sundarban Biosphere Reserve director. The integration was recommended to enhance ecological and administrative coherence. Forest officials and wildlife experts have welcomed the expansion. They view it as a long-overdue step for better tiger conservation. The latest tiger census estimates 101 tigers in the region, with 80 inside the current STR and 21 in adjacent forests. Conservationists expect the tiger population to rise with improved management.
image 771
  • Small-scale fishers in the region have expressed concerns about potential livelihood losses. They fear that expansion could lead to stricter restrictions on fishing activities. Representatives of fishers claim there was no prior consultation with local communities. Forest officials have reassured that fishing rights and activities will remain unchanged.

World’s Rarest Blood Group ‘CRIB’

  • Scientists from India and the UK have identified the world’s rarest blood group, named CRIB, in a 38-year-old woman from Kolar, near Bengaluru. This discovery, hailed as a milestone in global healthcare, could transform critical care, prenatal diagnostics, and blood donation protocols worldwide.
  • The woman, undergoing medical treatment at Manipal Hospital, Bengaluru, was found to have a blood type that matched none of the known donor samples. Even after testing 20 of her family members, no compatible blood was found.
image 783
  • Her blood showed panreactivity, meaning it was incompatible with every known sample tested. Doctors ultimately performed her surgery without a transfusion, a rare and high-risk decision.
  • After extensive testing, experts confirmed the presence of a newly identified antigen, now classified as the CRIB blood group.
image 784
  • The CRIB blood group is a new and extremely rare type classified under the Cromer blood group system. It has been described as the rarest blood group ever discovered, with only one known case worldwide — the Bengaluru woman. CR stands for Cromer, the blood group system it belongs to. IB represents India and Bengaluru, where the case was first identified. CRIB is part of the Indian Rare Antigen (INRA) system, recognized by the International Society of Blood Transfusion (ISBT) in 2022.
  • Unlike ABO or Rh groups, CRIB is defined by the absence of a high-prevalence antigen found in almost all humans. This makes finding compatible donors nearly impossible.
  • According to Dr. C. Shivaram, Consultant and Head of Transfusion Medicine at Manipal Hospital, The human body recognizes blood through 47 internationally recognized blood group systems, not just ABO and Rh.
image 785
  • The Bengaluru woman’s blood contained a previously unknown antigen within the Cromer system, causing incompatibility with every tested sample.
  • This reaction suggested an antigen so unique that no blood bank in the world had a matching donor.
  • The Cromer system includes several antigens, most of which are common, while some are extraordinarily rare. Typically, antibodies against these rare antigens develop due to,
  • Pregnancy
  • Previous blood transfusions
  • Genetic mutations
  • However, the Bengaluru woman had never received a transfusion before. Yet, her red blood cells rejected all donor blood as foreign, confirming the presence of the new CRIB antigen.

  • The expedition was conducted with IFREMER, the French marine research institute. Indian aquanauts boarded the Nautile submersible from the research ship L’Atalante near Portugal. This collaboration provided valuable experience in deep-sea operations.
  • It helped Indian scientists gain expertise in piloting, sample collection, and managing submersible systems. Such partnerships enhance knowledge transfer and encourage international scientific cooperation. The MATSYA-6000 is India’s indigenously developed deep-sea human submersible. It is designed to reach 6,000 metres depth with 12 hours operational endurance.

  • The submersible includes advanced features like titanium hull, lithium-polymer batteries, acoustic communication, and emergency escape mechanisms. Successful wet trials were completed in early 2025. Shallow water trials up to 500 metres are planned for 2026.
  • Deep ocean tests and scientific missions will follow in 2027–28. India’s long coastline and vast Exclusive Economic Zone (EEZ) provide access to rich marine resources. The Deep Ocean Mission aims to explore and utilise these resources sustainably. This includes deep-sea mining of minerals at depths of 4,000 to 5,500 metres, for which India has signed contracts with the International Seabed Authority.

  • The mission also focuses on ocean climate change advisory services and blue economy development. The deep ocean achievements complement India’s space exploration successes. Together, they represent twin pillars of future economic growth. The government envisions harnessing ocean and space resources to elevate India’s global economic rank. The Samudrayan Mission and Deep Ocean Mission reflect this vision. They also showcase India’s transition from follower to leader in high-technology scientific domains.

Online Gaming Bill

  • Lok Sabha passed the Promotion and Regulation of Online Gaming Bill 2025. The bill encourages e-sports and online social games while prohibiting harmful online money gaming services. It has the provision for the appointment of an Online Gaming Authority for coordinated policy support, strategic development and regulatory oversight of the sector. The bill is intended to protect individuals, especially youth and vulnerable populations, from the adverse impact of such games.
  • While moving the Bill, Electronics and Information Technology Minister Ashwini Vaishnaw said, the digital technology sector has witnessed tremendous growth in the last 11 years. He said, several start-ups are working in the digital technology sector.

  • The Minister highlighted that online money gaming posed a serious concern in the society as it creates addiction leading to financial frauds and cheating. He said, several families have faced financial distress due to online money gaming. Mr. Vaishnaw stated that several online games are also involved in money laundering and terror financing activities.
  • Referring to a report, the Minister pointed out that 32 suicides have been reported in the past 31 months due to online money gaming. Mr. Vaishnaw highlighted that the bill has three segments namely E sports, online social games and online money games. He said the government wants to promote E sports, and the online social games sector. He said an authority will be established to provide support to game developers.

  • Earlier, Speaker Om Birla termed the Promotion and Regulation of Online Gaming Bill 2025 an important legislation saying that the country is witnessing suicides, and financial losses. He urged the protesting members to participate in the discussion over the bill. He said, several members have raised the online gaming issue and urged the government to frame legislation in this regard.
  • The expansion of information and communication technologies in recent years has promoted the growth of new forms of digital entertainment tools, prominently in the form of online gaming. These activities have become an important means of engagement for the youth of the country. The absence of an enabling legal framework has adversely impacted the growth of the online gaming sector.
  • The unrestricted and widespread proliferation of online money games, offering monetary returns in exchange for deposited funds has led to grave social, economic, and psychological consequences across the country. Online money gaming platforms often promote compulsive and addictive behaviour, resulting in financial ruin, mental health disorders, and increasing incidents of fraud and exploitation.
image 809
  • The Bill has a provision of complete ban on offering, operating, or facilitating online money games. There is a provision of imprisonment up to three years and fine up to one crore rupees or both in case of violation of the law related to online money gaming. In case of repeat offences, it will attract enhanced penalties, including imprisonment of 3 to 5 years and fines up to two crore rupees.
  • The bill will establish a uniform and national-level legal framework in the public interest. The Bill will protect the country’s youth from predatory online Real Money Gaming apps, like Poker, Rummy and other Card games, which manipulate them through misleading monetary return promises, that leaves entire families in financial distress. The introduction of the Bill reflects the Government’s commitment to a safe, secure, and innovation-driven Digital India that boosts creativity, safeguards citizens, and strengthens national security.

Jan Vishwas Bill 2025

  • Government of India introduced the Jan Vishwas (Amendment of Provisions) Bill, 2025 in the Lok Sabha. This Bill proposes amendments to 355 provisions across 16 Central Acts. Its primary objective is to ease the applicability of laws by decriminalising 288 minor offences and amending 67 provisions to promote ease of living. The Bill builds on the Jan Vishwas Act, 2023, which decriminalised 183 provisions in 42 Central Acts. The Bill has been referred to a Select Committee for detailed examination.

  • The Jan Vishwas Bill, 2025 is part of the Government’s ongoing effort to simplify laws and reduce regulatory burdens. The 2023 Act was the first consolidated legislation aimed at decriminalising minor offences to encourage trust-based governance. The 2025 Bill extends this effort by targeting more provisions and introducing proportionate penalties. The Government emphasises ‘Minimum Government Maximum Governance’ to improve ease of doing business and ease of living.
  • The Bill proposes decriminalisation of 288 minor offences by replacing imprisonment clauses with warnings or monetary penalties. For 76 offences under 10 Acts, first-time contraventions will attract advisory or warning only. Penalties will be proportionate and escalate with repeated violations. Monetary fines will increase by 10% every three years after enactment. The amendments cover diverse laws including the Motor Vehicle Act, 1988 and the New Delhi Municipal Council Act, 1994.

  • Impact on Governance and Business : By reducing fear of imprisonment for minor infractions, the Bill aims to boost business confidence and growth. It seeks to reduce judicial burden by encouraging settlement through compounding, adjudication, and administrative mechanisms. This will save time and resources for individuals and businesses. The Bill also supports business process reengineering and modernisation of regulatory frameworks in India’s socio-economic context.
  • Ease of Living : The Bill aligns with the Government’s vision of enhancing ease of living through regulatory reforms. It recognises the role of technology in transforming compliance and governance. The amendments intend to unshackle outdated regulations and promote a trust-based relationship between the Government and citizens. This approach is seen as vital in India’s Amritkaal phase of development.

  • Legislative Process : The Jan Vishwas Bill, 2025 was introduced by the Union Commerce and Industry Minister in the Lok Sabha. The Speaker referred it to a Select Committee for detailed scrutiny. The Committee is expected to submit its report by the first day of the next Parliament session. This step ensures wider consultation and refinement before the Bill is passed into law.
