The Philippines is on the verge of finalizing a significant defense agreement with France, which will facilitate joint military training and exercises between their armed forces. During a recent Senate budget hearing, Defense Secretary Gilberto Teodoro Jr. mentioned that negotiations for a Status of Visiting Forces Agreement (SOVFA) are nearing completion.
Initially discussed in Paris in June 2025, the SOVFA aims to establish a legal and logistical framework governing the operations of French and Filipino military personnel while in each other’s territories. This agreement will encompass critical aspects such as the management of military equipment, training protocols, and jurisdictional matters during collaborative drills and humanitarian missions.
Teodoro expressed optimism about finalizing the deal, particularly in light of recent political developments in France. He alluded to uncertainties following the brief tenure of French Prime Minister Sébastien Lecornu, who resigned after just 26 days in office.
The strengthening of defense ties between France and the Philippines is part of a broader initiative by France to enhance its military presence in the Indo-Pacific region. In early 2023, Lecornu visited Manila to deepen bilateral defense cooperation, paving the way for the SOVFA negotiations and formalizing commitments through a letter of intent.
In recent months, French military forces have participated in various exercises in the Philippines, such as Balikatan 2024 and Exercise Sama Sama. Additionally, French naval vessels like the frigates Vendémiaire and Prairial have made official port visits to the country. A notable highlight occurred in February when a French aircraft carrier strike group docked in the Philippines as part of Mission CLEMENCEAU 25.
To further solidify France’s commitment to the region, a permanent defense attaché was assigned to the Philippine capital in June 2024. Teodoro reiterated his confidence in France maintaining a stable foreign policy trajectory, underscoring the potential for enhanced military collaboration moving forward.
