Romania’s defense ministry has submitted a request to Parliament to advance its tank acquisition program, a strategic initiative aimed at modernizing the nation’s armored forces while reinforcing its commitments to NATO and the EU.
This comprehensive program unfolds in multiple phases. The first phase, designated as Stage I, Phase 2, is valued at approximately $458 million and focuses on fully equipping an armored battalion with M1A2 SEPv3 Abrams tanks. Included in this phase are essential components such as ammunition, machine guns, spare parts, training systems, logistical support, and various additional services.
The subsequent Phase II is a more ambitious endeavor, projected to cost around 6.48 billion euros (approximately $7.6 billion). This phase encompasses the procurement of 216 Abrams tanks along with 76 derivative vehicles specifically designed for tank and infantry units. Additionally, it will provide logistics packages, training systems, and educational facilities to enhance operational readiness.
A significant aspect of this phase is the anticipated inclusion of industrial cooperation measures, which would allow for local production, maintenance, and subsystem integration within Romania—marking a shift from prior procurement strategies.
The tank acquisition program was initiated in 2023 with Stage I, Phase 1, which involved the purchase of 54 modernized M1A2 SEPv3 tanks along with 12 derivative chassis sourced from U.S. Army stocks through a government-to-government agreement. This initial contract, valued at just over $1 billion, aims for delivery completion by 2028.
This expanded procurement initiative reflects Romania’s critical efforts to phase out outdated Soviet-era armored platforms and align its land forces with NATO standards. The Abrams SEPv3 represents the latest advancement of the U.S.-manufactured main battle tank, boasting enhanced armor protection, upgraded electronics, and improved power systems.
Defense officials assert that the program is vital to help Romania achieve its NATO capability objectives and to support a broader Armed Forces Transformation Program that extends through 2040. Should Parliament approve the proposal, it would signify one of the largest defense acquisitions in Romania in recent decades, highlighting the nation’s commitment to modernizing its military forces in light of escalating regional security challenges following Russia’s invasion of Ukraine.
