EXERCISE PRASTHAN 2022

  • An offshore security exercise, ‘Prasthan’ was conducted in the Offshore Development Area (ODA) off Mumbai on 23 March 2022, under the aegis of Headquarters, Western Naval Command. Conducted every six months, this exercise is an important element of ensuring offshore security and aims to integrate efforts of all maritime stakeholders involved in offshore defence.
  • Led by the Navy, the exercise saw participation from the Indian Air Force, Coast Guard, ONGC, Mumbai Port Trust, Jawahar Lal Nehru Port Trust, Customs, state fisheries department, Mercantile Marine Department and the Marine Police. The day-long exercise resulted in refining standard operating procedures (SOPs) and response-actions to a number of contingencies in the Offshore Defence Area off Mumbai.
  • The exercise was conducted on the B-193 platform of ONGC located about 38 nm west of Mumbai.
  • Contingencies such as terrorist intrusion, bomb explosion, casualty evacuation, search and rescue, man overboard, major fire, oil spill and mass evacuation were exercised. Earlier, on 17 March 22, loss of control of an OSV that necessitated towing by an Emergency Towing Vessel was also exercised.
  •  The exercise provided all stakeholders a realistic experience to assess their readiness to respond and combat contingencies in the Western ODA, as also to operate together in a coordinated and synergised manner.

President’s Colour To INS Valsura Wi

  • Shri Ram Nath Kovind, the Hon’ble President of India presented the prestigious President’s Colour to INS Valsura on 25th Mar 2022.   The ‘Nishan Adhikari’  Lt Arun Singh Sambyal received the President’s Colour on behalf of the unit, in an impressive parade.  The unit paraded a  150 men Guard of Honour for Hon’ble President of India.  Over 800 Officers and men of INS Valsura, looking spectacular in their ceremonial dresses, marched proudly to the tunes of the Naval Band.
  • The President’s Colour is bestowed upon a military unit in recognition of exceptional service rendered to the Nation, both in peace and in war.  The Indian Navy was the first Indian Armed Force, to be awarded the President Colour by Dr Rajendra Prasad on 27 May 1951.  
  •   The legacy of INS Valsura dates back to 1942, when the operational necessity mandated creation of an advanced Torpedo Training Facility to enhance the firepower of the Royal Indian Navy during World War-II.  Post India becoming a Republic, the unit was renamed as INS Valsura on 01 Jul 1950.  Thereon, INS Valsura has transformed itself into an epitome of professional technical training and has exponentially grown to keep pace with the Indian Navy’s modernisation plans.

GENDER RATIO IN NCC

  • As per Annual Report 2018-19, against the total enrolled strength of 13,29,202 cadets, Girl Cadets was 4,23,464 constituting 31.8 % of the total enrolled cadets. To encourage enrolment of girl cadets in NCC, ‘Mixed Unit” Concept was introduced in the year 2005.
    • Before that, NCC had only the Boys unit and the Girls unit. Now NCC units are either Girls unit which allows girls only or Mixed units that enrolls both Boys and Girls. There is no ‘Boys Only’ unit.
    • While raising new NCC units, there have been conscious efforts to raise more number of girl units. Since the year 2010, nine girls Battalions have been raised. In order to ensure safety and security of girl cadets in NCC camps and training venues, Girl Cadet Instructors (GCI) are appointed. Being escorted by GCI instills confidence in girls and encourages them to join NCC.

BIO-TOILETS BY DRDO

  • The major features of bio-toilet developed by DRDO are as under:
  • It makes use of an anaerobic (without oxygen) process through which the human waste is digested by consortium of bacteria.
  • Bio-toilet has been customized and different designs have been developed for use under different geo-climatic conditions.
  • The Cow dung is used for the enrichment bacterial consortium. Following four types of bacteria are present in the consortium:
  • Hydrolase
  • Acidogenase
  • Acitogenase
  • Methogens
  • DRDO has transferred the technology to approximately 60 industries all over the country. These industries have installed bio-digesters across the country. A total number of about 16000 bio-digesters have been installed in more than 20 states. In addition, more than 2.5 lakhs bio-digesters have been installed in Indian Railways coaches, which cater to the need of more than 100 lakhs passengers on daily basis.

EXPORT OF DEFENCE EQUIPMENT

  • Since 2014 till date, the value of Defence Exports of India has grown approximately by six times. The year-wise details of value of exports are as follows: (Rs in crore)

Further, during the period, many reforms/steps have been taken up by the Government to boost Defence exports and enhance ease of doing business. These are as follows:

  • Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) Category 6 titled “Munitions List” that was hitherto “Reserved” has been populated and Military Stores list notified vide Notification No.115(RE-2013)/2009-2014 dated 13th March 2015 stands rescinded.
  • The Director-General of Foreign Trade (DGFT) vide Public Notice No. 4/2015-20 dated 24th April 2017 has delegated its authority and notified the Department of Defence Production (DDP) as the Licensing Authority for export items in Category 6 of SCOMET. The export of items specified in Category 6 (Munitions List) except those covered under Notes 2 & 3 of Commodity Identification Note (CIN) of the SCOMET is now governed by the Standard Operating Procedure issued by the Department of Defence Production (DDP), Ministry of Defence.

AAI, BEL Join Hands to Develop Indigenous Air Traffic Management Systems

  • In a major boost to the “Make in India” Initiative, the Airports Authority of India (AAI), under its R&D initiative has entered into an agreement with Navratna Defence PSU Bharat Electronics Limited for the joint, indigenous development of systems for air traffic management, which were hitherto being imported.
  • Under this Agreement, BEL and AAI will jointly develop a Civil Air Traffic Management System with Advanced-Surface Movement Guidance and Control System, a complex ground surveillance system that manages air traffic at airports and in Indian Civil Airspace for the safe operation of flights from take-off to landing.

“Early And Complete Disengagement,” NSA Doval To China 

  • National Security Advisor Ajit Doval on Friday told the visiting Chinese Foreign Minister Wang Yi that there has to be “early and complete disengagement” in border areas for Indo-China ties to move forward.
  • This is the first interaction at the topmost level ever since the clashes between the two sides at the Galwan Valley in the summer of 2020.
  • With both India and China emphasising the need for maturity and sincerity, the Chinese side invited the NSA to visit China to take forward the mandate of Special Representatives.
  • The two sides, according to government sources, discussed that the continuation of the present situation in the border areas is not in mutual interest, adding that restoration of peace and tranquillity will help build mutual trust and create enabling environment for progress in their relations.
  • With both India and China emphasizing the need for maturity and sincerity, the Chinese side invited the NSA to visit China to take forward the mandate of Special Representatives (SRs).
  • The NSA Doval is learnt to have said that he could visit China after immediate issues are resolved successfully.

US, Japan and South Korea condemn North Korea over ICBM launch

  • North Korea tested what is believed to be its first ICBM in more than four years that splashed down in waters off Japan’s western coast on Thursday following which Japan, US, and South Korea all condemned the test of a long-range ballistic missile.
  • The suspected ICBM flew to an altitude of 6,000 kilometres (3,728 miles) and to a distance of 1,080 kilometres (671 miles) with a flight time of 71 minutes.
  • Japan’s Vice Defense Minister told the missile’s altitude would suggest it is a “new type of ICBM“.
