Starting in September, Japan Steel Works is set to begin the assembly of Patria AMV XP 8×8 armored vehicles in Japan. This initiative follows the company’s selection in 2022 to replace the aging Type-96 personnel carriers currently used by the Japan Ground Self-Defense Force. The groundwork for this production was laid when a licensing agreement for local manufacturing was signed between Japan Steel Works and Finnish defense firm Patria in July 2023.
In preparation for the production phase, a dedicated team comprising 15 to 20 personnel from Japan Steel Works spent five months in Hämeenlinna, Finland, studying Patria’s vehicle manufacturing processes. The first vehicle under this agreement will be assembled by this trained team in Finland. Janne Pulkkinen, Patria’s Technology Transfer Manager, noted that assembly facilities in Japan are nearing completion and are expected to commence operations in the fall. He emphasized the role of experts specializing in assembly, electrical installations, and final verification, who will provide on-site support during the production startup.
In addition to local assembly, Japan Steel Works is tasked with developing a local subcontractor network to supply components for the armored vehicles. Patria will lend its expertise to assist Japan Steel Works in this effort. Markus Louhivuori, Patria’s Key Customer Director, highlighted the objective to engage Japanese companies as subcontractors, with the potential for these firms to also contribute to Patria’s global supply chains.
The collaboration between the two firms is expanding to include vehicle lifecycle services, which encompass modifications and capability enhancements over time. Louhivuori pointed out the long lifespan of military vehicles, emphasizing the need for adaptability to changes in operational environments. He assured that they would be prepared to implement necessary modifications when required.
Moreover, discussions are ongoing to broaden their partnership to include Patria NEMO mortar systems and a range of special vehicles developed from Patria’s 8×8 vehicle platform, including options for remotely controlled vehicles. This collaborative effort marks a significant step in enhancing Japan’s defense capabilities while fostering local industry involvement.
