The Arrow missile system stands out as one of the globe’s pioneering long-range anti-ballistic missile networks, collaboratively developed by Israel and the United States. This advanced system is engineered to intercept and neutralize incoming ballistic missiles at high altitudes, providing a crucial line of defense as regional missile threats continue to evolve.

The inception of the Arrow missile system traces back to the late Cold War, a period marked by the rising urgency of missile defense needs, particularly following the 1991 Gulf War when Iraq launched Scud missiles, exposing Israel’s vulnerabilities in missile defense. To counter this increasing threat, Israel Aerospace Industries (IAI) teamed up with the U.S. Missile Defense Agency to design an exo-atmospheric interceptor, which aimed to neutralize ballistic missiles before they breached Israeli airspace. The Arrow-2, the system’s first operational variant, was introduced in the early 2000s and was noted for being the world’s first stand-alone, national anti-tactical ballistic missile defense system. Over the years, the program has expanded to form a multi-tiered missile defense network comprising other systems like Iron Dome and David’s Sling.

The Arrow system is characterized by its layered defense approach, consisting of various interceptor variants tailored to counter specific threat scenarios. The Arrow-2 functions as a two-stage, solid-fuel interceptor aimed at short- and medium-range ballistic missiles, utilizing a dual-seeker mechanism that employs both active radar and imaging infrared technologies for engagement. In contrast, the Arrow-3 operates in exo-atmospheric space, designed to intercept threats through a direct collision mechanism, while the Arrow-4 is currently under development to address potential challenges posed by maneuverable and hypersonic threats.

An integrated network forms the backbone of the Arrow system, comprising critical elements such as advanced sensors, command-and-control centers, and the interceptor missiles themselves. The system engages threats through either direct impact or proximity detonation, depending on the interception altitude and missile variant in use. Central to this operational capability is the Green Pine radar, which has a detection range of up to 500 kilometers, enabling early warning for incoming threats, and providing essential data to the battle-management system that directs the interceptor missiles for timely high-altitude engagements.

Despite its advanced technology and capabilities, the Arrow system faces several limitations. Among these are the challenges of detecting low-altitude or unexpected threats, as well as the significant financial cost of interceptors, estimated between $3 million and $4 million per unit. Furthermore, the system is heavily reliant on radar and command/control infrastructure, and the finite number of missiles that can be stored in launchers could lead to vulnerabilities against saturation attacks by multiple incoming threats or decoys.

In operational contexts, the Arrow system constitutes the uppermost layer of Israel’s extensive air defense network. Its long range facilitates early interception of ballistic missiles, thereby minimizing the risk of fallout in populated areas. The system has been on heightened alert during periods of regional tensions and has recorded successful interceptions of threats in real-world scenarios, validating its long-range engagement capabilities.

By neutralizing threats at an early stage, the Arrow system affords critical reaction time to Israel’s lower-tier defenses, such as David’s Sling and Iron Dome, which can subsequently address any residual threats or missile remnants. This strategic operational framework underscores the Arrow missile system’s pivotal role in maintaining Israel’s national security in an increasingly volatile regional landscape.
