The Central Bureau of Investigation (CBI) has recently apprehended Colonel Himanshu Bali, an officer of the Army Ordnance Corps stationed at Fort William, Kolkata. His arrest is linked to a substantial bribery scandal involving approximately ₹50 lakh, with allegations centered around manipulation of defense tenders.
The case came to light following a First Information Report (FIR) filed by the CBI on May 18, 2026. Colonel Bali is accused of engaging in corrupt practices by providing undue advantages to a Kanpur-based defense supplier, M/s Eastern Global Limited, in return for bribes. Specific accusations against him include the manipulation of tender awards, approving substandard samples, and facilitating the clearance of inflated bills.
In addition to Colonel Bali, the CBI has named five other individuals in connection with this investigation, including:
– Shri Akshat Agrawal, who operates M/s Eastern Global Limited.
– Shri Mayank Agrawal, who is Akshat Agrawal’s father.
– Shri Ashutosh Shukla, an associate based in Delhi and a driver for Akshat Agrawal.
– Shri Naresh Pal, alleged to be a middleman based in Delhi.
– Other unidentified defense officials and private individuals are also implicated.
The investigation falls under various provisions of criminal conspiracy and specific sections of the Prevention of Corruption Act of 1988, as modified in 2018. Deputy Superintendent of Police Sunil Kumar from the CBI’s Anti-Corruption Branch II in New Delhi is overseeing the case.
The timeline of events indicates a troubling collaboration between Colonel Bali and the Agrawals. It has been reported that on April 22, 2026, Colonel Bali and Akshat Agrawal met discreetly in Kolkata to discuss tender-related negotiations outside official working hours. Subsequently, on April 24, a significant tender was allegedly awarded to M/s Eastern Global Limited, reportedly due to Colonel Bali’s dubious influence.
On May 16, Colonel Bali allegedly reached out to Akshat Agrawal to demand the long-pending bribe of ₹50 lakh, specifying that the payment should be made in the Delhi-NCR area. When Agrawal expressed difficulty in procuring the cash, Bali reportedly contacted Ashutosh Shukla to facilitate the delivery of the bribe to a middleman named Naresh Pal. Plans were initiated to route the ₹50 lakh through hawala channels, with arrangements made for collection in Chandni Chowk, Delhi.
Following these developments, Colonel Himanshu Bali was arrested on May 19, 2026. He is currently in custody under the Prevention of Corruption Act and is being transported to Delhi for further questioning. The CBI is actively pursuing the investigation to uncover a broader network of officials who may be involved in these procurement malpractices.
M/s Eastern Global Limited has been identified as a long-standing supplier for various defense establishments across the nation. The CBI has emphasized the serious nature of the alleged offenses, highlighting the potential implications for defense procurement integrity.
As of now, the Indian Army has not released any official comment regarding the situation, and the CBI continues to delve deeper into the case to identify any additional conspirators or beneficiaries involved in these troubling allegations.
