BIS Introduces Standard for Community Seed Bank Management

The Bureau of Indian Standards (BIS) has introduced IS 20201:2026, a new national standard aimed at improving the management of Community Seed Banks (CSBs) across India. Announced on 11 June 2026, the framework seeks to preserve indigenous crop varieties and strengthen agricultural resilience.

The initiative has been developed under the Biodiversity Sectional Committee of BIS and addresses growing concerns related to climate change, including erratic rainfall, rising temperatures, floods, and droughts.

Community Seed Banks serve as decentralized repositories where farmers can collect, preserve, store, and exchange locally adapted seeds. Many traditional crop varieties possess valuable characteristics such as drought tolerance, pest resistance, disease resilience, and enhanced nutritional value.

The standard was prepared with contributions from several leading agricultural and biodiversity institutions, with the drafting process coordinated by the ICAR-National Bureau of Plant Genetic Resources (NBPGR).

Significance

  • Protects indigenous crop diversity.
  • Enhances food security.
  • Improves climate resilience in agriculture.
  • Encourages community participation in seed conservation.

Government Proposes Unified Broadcasting Regulations

The Government of India has released the draft Telecommunications (Television, Radio and Associated Services) Rules, 2026. Issued by the Ministry of Information and Broadcasting under the provisions of the Telecommunications Act, 2023, the draft seeks to establish a common regulatory framework for television and radio broadcasting services.

The proposed rules aim to simplify regulation by replacing multiple existing guidelines with a unified structure applicable to broadcasters across the country.

Major Provisions

  • A single regulatory framework for television and radio broadcasting.
  • Mandatory public-interest programming obligations.
  • Television channels must broadcast at least 30 minutes of public-interest content daily.
  • Such content must be aired between 6 AM and 11 PM.
  • Private FM radio stations must provide one hour of public-interest programming every day.

Impact on Broadcasters

Television broadcasters were already required to air content related to national importance under earlier guidelines. The new rules introduce a clearly defined minimum duration for such programming.

Private FM radio stations will experience a more substantial change, as they will now have a fixed daily obligation to broadcast content related to social welfare and national significance.
