Supreme Court Upholds Abrogation of Article 370

  • The Supreme Court’s landmark decision on December 11, 2023, upheld the Union Government’s 2019 move to abrogate the special status of Jammu and Kashmir (J&K) under Article 370 of the Constitution.
  • The judgment, delivered by a Constitution bench led by Chief Justice of India DY Chandrachud, addressed key constitutional questions and outlined significant conclusions.
  • The court clarified that the concurrence of the State Government was not necessary, and Article 370 was deemed a temporary provision.
  • The Court refrained from adjudicating on the reorganization of J&K into a Union Territory but upheld the creation of Ladakh as a UT.

  • It directed the Election Commission to conduct elections for the J&K Legislative Assembly by September 30, 2024.
  • The Court addressed the modification of Article 367 through Constitutional Order 272, stating that changes made were ultra vires Article 370.
  • However, this finding did not impact the overall judgment, as the recommendation of the J&K Constituent Assembly was deemed unnecessary for the President to declare Article 370 inoperative.
  • The judgment underscored that Jammu and Kashmir did not retain an element of sovereignty upon joining the Union of India. The constitutional setup indicated that J&K became an integral part of India, with Article 370 being a feature of asymmetric federalism, not sovereignty.
  • The Court affirmed that Article 370 was a temporary provision, and the power of the President under Article 370(3) to declare it inoperative persisted even after the dissolution of the J&K Constituent Assembly. The recommendation of the Constituent Assembly was not binding on the President.
  • The Court held that the President’s exercise of power under Article 370(1)(d) to apply all provisions of the Constitution to J&K did not require the concurrence of the State government. The principle of consultation and collaboration was not mandatory, and the President’s action was deemed valid.

‘Krishnaveni Sangeetha Neerajanam’

  • Union Minister of Finance and Corporate Affairs, Smt. Nirmala Sitharaman, inaugurated the Krishnaveni Sangeetha Neerajanam at Tummalapalli Kalakshetram in Vijayawada.
  • During the inauguration, Minister Sitharaman highlighted the rich legacy of Telugu culture and the significant contributions of the Telugu language to classical traditions.

  • She commended the efforts to organize the grand music festival in Andhra Pradesh, emphasizing the need to revive the glorious traditions and introduce them to the younger generation.
  • Minister Sitharaman proposed that the Krishnaveni Sangeetha Neerajanam become an annual feature, expanding its reach to other prominent towns like Rajahmundry and Visakhapatnam.
  • The festival promises a three-day classical music extravaganza featuring performances by renowned musicians, an exhibition and sale of regional cuisine, local handicrafts, and handlooms.

‘Viksit Bharat@2047- Voice of Youth’

  • Prime Minister Narendra Modi today launched the ‘Viksit Bharat@2047 – Voice of Youth’ and also addressed the Vice Chancellors and Heads of other Higher Education Institutes including students across the nation virtually.
  • Governor of Assam Gulab Chand Kataria hosted the programme at IIT Guwahati where around 1000 students, Vice Chancellors and the Heads of Institutions from about 61 Higher Educational Institutions of Assam attended physically. About 45 Higher Educational Institutions and about 600 colleges also participated in the virtual mode.

  • Addressing the students and Academicians, the Governor said that we all have to work together to achieve the set target of Prime Minister Shri Narendra Modi.
  • It is a Sankalp of the Prime Minister to take our nation to be developed by 2047.
  • He informed that the Centre as well as the State government has enhanced the budgetary allocation in Education to provide better quality education to our students.
  • Education can take us to our set goals of a developed nation by 2047,  added Governor Kataria.
  • Dr. Ranoj Pegu, Minister for Education, Government of Assam speaking on the occasion said that we have been a developing nation for the last 75 years and how long will it continue for this reason the Prime Minister has set a timeline for us to be a developed nation and we must achieve the set target by 2047.  
  • Dr. Pegu said that we are now following the philosophy of Antodaya reach to the last man of our society. He also said that our educational institution must focus on the weak students and urged the Heads of Institutions to look into this issue seriously as we focus only on fast learners.
  • He requested that Higher Educational Institutes teach students practical life management education and provide them with internship opportunities.  

Indian Scale For Assessment Of Autism

  • A two-day International Workshop on the Indian Scale for Assessment of Autism (ISAA), will be held in New Delhi.
  • The workshop is being organized by the National Institute for the Empowerment of Persons with Intellectual Disabilities (Divyangjan), Secunderabad under the Ministry of Social Justice and Empowerment.

  • The primary objective of the workshop is to impart training to professionals in the utilization of the ISAA tool.
  • The ISAA has been approved by the government for autism assessment which is being utilized by professionals within the country and across the Asia Pacific Region.
  • The Ministry of Social Justice and Empowerment said that a large number of participants from India and nine other countries including the USA, UK, Germany, New Zealand, Kuwait, Abu Dhabi, Dubai, Bangladesh, and Bhutan will attend the workshop.

Youth for Unnati and Vikas

  • The Ministry of Electronics and IT has said that the program- ‘YUVAi- Youth for Unnati and Vikas with AI’ will be featured at the Global Partnership on Artificial Intelligence (GPAI) Summit beginning in New Delhi.
  •  The programme, designed to equip the youth with essential AI skills, has garnered attention for its innovative approach and commitment to enabling a future-ready workforce.

  • The programme is a collaborative initiative of the National e-Governance Division, under the Ministry of Electronics and Information Technology (MeitY) and Intel India.
  • The Ministry said, YUVAi aims to foster a deeper understanding of AI, to enable school students from class 8 to 12 across the nation with AI skills, and to empower them to become human-centric designers and users of AI.

UP Delegation Heads To Davos For WEF

  • A high-level delegation from the Uttar Pradesh government is set to participate in the World Economic Forum (WEF) meeting in Davos, Switzerland.
  • The delegation aims to showcase the state’s strides towards becoming a trillion-dollar economy and transforming metropolitan towns into focal points across various sectors.
  • The delegation includes key figures such as Minister for Industrial Development Nand Gopal Gupta ‘Nandi,’ Finance Minister Suresh Kumar Khanna, Infrastructure and Industrial Commissioner Manoj Kumar Singh, and Chief Minister Yogi Adityanath’s Secretary, Amit Singh.

  • Results at the Guwahati Masters 2023 badminton tournament will count towards players’ qualifying rankings for the Paris 2024 Olympics.
  • The Indian badminton duo won the Abu Dhabi Masters Super 100 tourney earlier this year. Ashwini Ponnappa and Tanisha Crasto also made the final of the Syed Modi International Super 300 tournament last week in Lucknow but lost the title decider to Japan’s Rin Iwanaga and Kie Nakanishi.
