Mera Yuva Bharat

  • The government has approved the establishment of an autonomous body Mera Yuva Bharat (MY Bharat).
  • The primary objective of MY Bharat is to make it a whole government platform for youth development.

  • Briefing reporters in New Delhi after the Union Cabinet meeting, Information and Broadcasting Minister Anurag Singh Thakur said that there are nearly 40 crore youth in the country who are in the age group of 15-29 years.
  • It will serve as an overarching enabling mechanism powered by technology for youth development, seeks to harness the immense youth energy for nation-building by enabling youth to act as Yuva Setu between government and citizens. 
  • The Minister said, this Mera Yuva Bharat will be dedicated to the nation on 31st October, on the occasion of the birth anniversary of Iron Man Sardar Vallabhbhai Patel.

India Assumes Vice Chair In IORA

  • The 23rd Council of Ministers of IORA met in Colombo as Sri Lanka assumed the chairmanship from Bangladesh.
  • The Council of Ministers is the highest decision-making body of IORA. India has assumed the Vice Chair in the Indian Ocean Rim Association (IORA) for the next two years.
  • The External Affairs Minister Dr, Subramanyam Jaishankar addressed the 23rd Council of Ministers and emphasized India’s priority of creating an Indian Ocean community that is strong and resilient.
  • He said that India’s commitment to the well-being of the countries of the Indian Ocean Region and as a net security provider and first responder is based on the Neighbourhood First policy and SAGAR outlook.
  • The IORA, an intergovernmental organization established in 1997, comprises 23 member states and 11 dialogue partners hailing from regions surrounding the Indian Ocean.
  • Dr. Jaishankar said that India would endeavour to give practical shape to the IORA Outlook for Indo-Pacific (OIP). With India’s initiative, the IORA OIP was adopted in 22nd Council of Ministers held in Dhaka last year.

Cabinet Approve Royalty Rate For Rare Earth Elements

  • The government has approved royalty rates for mining of three critical and strategic minerals- Lithium, Niobium, and Rare Earth Elements (REEs).
  • This will enable the Central Government to auction blocks for Lithium, Niobium, and REEs for the first time.
  • Critical minerals such as Lithium and REEs have gained significance in view of India’s commitment towards energy transition and achieving net-zero emission by 2070.

  • The royalty rate would be 3% of London Metal Exchange price for Lithium, while the rate would be three percent of Average Sale Price for Niobium. Rare Earth Elements’ royalty rate would be one percent of Average Sale Price of Rare Earth Oxide.  
  • In July this year, Parliament passed the Mines and Minerals (Development and Regulation) Amendment Act 2023. One of the major reforms of the Act is to introduce exploration licence for deep-seated and critical minerals.
  • The proposed exploration license would facilitate, encourage and incentivize private sector participation in all spheres of mineral exploration for critical and deep-seated minerals.
  • The Act delisted six minerals, including Lithium and Niobium, from the list of atomic minerals, thereby allowing the grant of concessions for these minerals to the private sector through auction.

PM Modi pays tribute

  • Prime Minister Narendra Modi today paid tributes to Bharat Ratna Nanaji Deshmukh on his birth anniversary. Deshmukh did social work in Gonda (U.P.), Balrampur and Beed (Maharashtra).
  • The motto of his project was Har hath ko denge kaam, har khet ko denge paanee. He also established Chitrakoot Gramoday Vishwavidyalaya in Chitrakoot, India’s first rural University, and served as its Chancellor.

  • Prime Minister Narendra Modi today, October 11 paid tributes to Loknayak Jayaprakash Narayan on his birth anniversaryJayaprakash Narayan (listenⓘ; 11 October 1902 – 8 October 1979), popularly referred to as JP or Lok Nayak (Hindi for “People’s leader”), was an Indian independence activist, theorist, socialist and political leader.
  • He is remembered for leading the mid-1970s opposition against Prime Minister Indira Gandhi, for whose overthrow he had called for a “total revolution”.
  • His biography, Jayaprakash, was written by his nationalist friend and the writer of Hindi literature, Rambriksh Benipuri.
  • In 1999, he was posthumously awarded the Bharat Ratna, India’s highest civilian award, in recognition of his social service. Other awards include the Magsaysay award for Public Service in 1965.

9th P20 Summit

  • Presiding Officers of Parliaments of several G20 member countries have started arriving in New Delhi to take part in the Ninth Parliamentary Speakers’ Summit (P20 Summit) which is scheduled to commence on Friday.
  • Speaker of Parliament of Bangladesh Dr. Shirin Sharmin Chaudhury arrived in the National Capital on Tuesday. Delegations from South Korea, Saudi Arabia, Indonesia and United Kingdom are also expected to arrive.

  • President of the Senate of Australia, Sue Lines and Speaker of the House of Representatives of Australia Milton Dick have already arrived.
  • Apart from G-20 countries, ten other countries and international organizations will participate in the two-day summit. Presiding Officers of the Pan African Parliaments will be participating in the P-20 Summit in India for the first time.
  • Prime Minister Narendra Modi will inaugurate the Summit on 13th of October.
  • During the global event, four high-level sessions will be organized on the topics namely accelerating Sustainable Development Goals, Sustainable Energy Transition, women-led development and transformation in People’s lives through Public Digital Platforms.

ISRO 1st Test Flight Of Gaganyaan Mission October 21

  • ISRO will carry out the first of several test flights ahead of the Gaganyaan mission on October 21, Science and Technology Minister Jitendra Singh said.
  • The test vehicle development flight (TV-D1) will be conducted at the Satish Dhawan Space Centre in Sriharikota in Andhra Pradesh to test the crew module that is scheduled to house Indian astronauts during the human spaceflight late next year.

  • The Gaganyaan Test Vehicle Development flight (TV-D1) will be the first among two sets of trial flights that the Indian Space Research Organisation has planned before an Indian astronaut will fly to space – in an Indian craft sitting atop an Indian an Indian rocket.
  •  The test involves launching the module to outer space, bringing it back to earth and recovering it after touchdown in the Bay of Bengal.
  • The Navy has already started mock operations to recover the module, Singh said at a felicitation programme of the ISRO engineers involved in the Chandrayaan-3 and Aditya L-1 missions.

Maharashtra govt approves ‘Lek Ladki’ scheme

  • Maharashtra Government has approved the ‘Lek Ladki’ (Beloved Daughter) scheme.
  • The scheme was announced in this year’s state budget.
  • It will be applicable to families holding yellow or saffron ration cards.
  • The state government has said that the scheme will effective for girls born post 1st of April 2023.
  • The scheme will provide a financial aid of one lakh rupees for a girl child of poor family.

IOC & Reliance Foundation

  • The International Olympic Committee (IOC) with the Olympic Museum has aligned with Reliance Foundation to build on the success of the Olympic Values Education Programme (OVEP) in India and signed a new cooperation agreement.
  • This agreement underscores the organisations’ shared priority to promote Olympic values through sport among young people.
  • The new cooperation was agreed upon by IOC President Thomas Bach and Nita Ambani, IOC Member in India and Reliance Foundation Founder Chairperson, during a visit to the Reliance Foundation Young Champs (RFYC) football academy in Mumbai.
  • During the ceremony, President Bach and Mrs Ambani exchanged pennants representing OVEP and Reliance Foundation and joined students in leaving their handprints on a new Olympic Values Pledge Wall, marking a commitment to be a positive role model both in sports and in day-to-day life.
