Government raises Minimum Support Price (MSP) for Minor Forest Produce (MFP) of 49 items

  • In a crucial announcement affecting the livelihoods of tribal gatherers, the Government today revised the Minimum Support Price (MSP) for Minor Forest Produce (MFP) of 49 items. The order issued by the Ministry of Tribal Affairs in New Delhi today states that the MSP for MFPs is revised once in every 3 years by the Pricing Cell constituted under the Ministry of Tribal Affairs, Government of India. It further states that however, in view of the exceptional and very difficult circumstances currently prevailing in the country on account of COVID-19 pandemic and the potential of the instant scheme to offer the much needed support to the tribal MFP gatherers, the competent authority has decided to relax the existing provisions in the scheme guidelines and effect revision of MSP in respect of the MFP items currently covered under the scheme after the due consultation with MFP Pricing Cell.
  • The increase across various items of minor forest produce ranges from 16% to 66%.
  • The increase is expected to provide an immediate and much needed momentum to procurement of Minor Tribal Produce in at least 20 States.

Kisan Sabha App to Connect Farmers to Supply Chain and Freight Transportation Mgmt. System

  • In present situation of COVID 19, farmers are looking for help in their harvest reaching the market, seed/ fertilizer procurement, etc. A robust supply chain management is urgently required to facilitate the timely delivery of the produce at the best possible prices.
  • Kisan Sabha App developed by CSIR-Central Road Research Institute (CSIR-CRRI), New Delhi to connect farmers to supply chain and freight transportation management system was remotely launched today, by DG, ICAR and Secretary DARE, Dr. Trilochan Mohapatra. Dr. Mohapatra complimented CSIR on developing this portal as a one stop solution for farmers, transporters and other entities engaged in the agriculture Industry and offered that ICAR can work together with CSIR and use the Krishi Vigyan Kendra’s (KVK) networks for implementation.
  • Based on this study and the current prevailing situation, the Kisan Sabha App was developed for:
    • The portal connects the farmers, transporters, Service providers (like pesticides/ fertilizer/ dealers, cold store and warehouse owner), Mandi dealers, customers (like big retail outlets, online stores, institutional buyers) and other related entities for timely and effective solution.
    • The portal acts as a single stop for every entity related to agriculture, be they a farmer who needs better price for the crops or Mandi dealer who wants to connect to more farmers or truckers who invariably go empty from the Mandis.
    • Kisan Sabha also works for people in agriculture services sector such as dealers of fertilizers/ pesticides, who can reach out to more farmers for their services.
    • It would also prove to be useful for those associated with cold store(s) or godown(s). Kisan Sabha also provides a platform for people who want to buy directly from the farmers.
  • Kisan Sabha has 6 major modules taking care of Farmers/Mandi Dealers/Transporters/Mandi Board Members/ Service Providers/Consumers.

India’s R&D expenditure & scientific publications on the rise

  • India’s gross expenditure in R&D has tripled between 2008 & 2018 driven mainly by Govt. sector and scientific publications have risen placing the country internationally among the top few. This is as per the R&D Statistics and Indicators 2019-20 based on the national S&T survey 2018 brought out by the National Science and Technology Management Information (NSTMIS), Department of Science and Technology (DST).
  • “The report on R&D indicators for the nation is an extraordinarily important document for the evidence-based policymaking and planning in higher education, R&D activities and support, intellectual property, and industrial competitiveness. While it is heartening to see substantial progress in the basic indicators of R&D strengths such as the global leadership in the number of scientific publications, there are also areas of concern that need strengthening,” said Prof Ashutosh Sharma, Secretary, DST
  • The report shows that with the rise in publication, the country is globally at the 3rd   position on this score as per the NSF database, 3rd in the number of Ph.D. in science & engineering. The number of researchers per million population has doubled since 2000.
  • The report captures the R&D landscape of the country through various Input-Output S&T Indicators in the form of Tables and graphs. These pertain to Investments in national R&D, R&D investments by Government and Private sector; R&D relationship with economy (GDP), Enrolment of S&T personnel, Manpower engaged in R&D, Outrun of S&T personnel, papers published, patents and their international S&T comparisons.
  • The survey included more than 6800 S&T Institutions spread across varied sectors like central government, state governments, higher education, public sector industry, and private sector industry in the country, and a response rate of more than 90% was achieved.

ECI to conduct Biennial Election to the Maharashtra Legislative Councils by the MLAs

  • Election Commission today reviewed the matter concerning feasibility of conduct of biennial election for the 9 vacant seats of the MLC by MLAs in the state of Maharashtra. Shri Sunil Arora, Chief Election Commissioner joined the meeting with Shri Ashok Lavasa, Election Commissioner and Shri Sushil Chandra, Election Commissioner over video call (from USA).
  • Nine seats of MLC by MLAs became vacant on 24 April 2020 in Maharashtra (Annexure A). ECI on 03 April 2020 issued an order under Article 324 to defer the elections till further orders in view of COVID-19 circumstances.
  •  Election Commission has received a letter dated 30thApril, 2020 of Chief Secretary, Maharashtra in which, the CS has pointed out the various measures taken to control pandemic and that in the State Government’s assessment, elections to the nine seats of MLC by MLAs could be held in a safe environment. State Government has assured the Commission that the State Government is fully committed to ensuring that the said elections are held in total hygienic conditions with social distancing measures and other conditions imposed by the competent authorities.
  • Citing the Union Home Ministry’s order dated 29th April 2020 concerning permitting the movement of migrant workers, pilgrims, tourists, students and other persons stranded due to lock-down orders,  State Government has reiterated that it will facilitate and ensure that the elections are conducted by following all directions in the matter.

Railways start Shramik Special Trains to move migrant workers

  • As per the guideline issued by Ministry of Home Affairs, it has been decided to run “Shramik Special” trains from “Labour Day” today, to move migrant workers, pilgrims, tourists, students and other persons stranded at different places due to lock down.
  • These special trains will be run from point to point on the request of both the concerned State Governments as per the standard protocols for sending and receiving such stranded persons. The Railways and State Governments shall appoint senior officials as Nodal Officers for coordination and smooth operation of these “Shramik Specials”.
  • The passengers have to be screened by the sending states and only those found asymptomatic would be allowed to travel. Sending State Governments will have to bring these persons in batches that can be accommodated in the train to the designated Railway Station in sanitized buses following social distancing norms and other precautions. It will be mandatory for every passenger to wear face cover. Meals and drinking water would be provided to the passengers by the sending states at the originating station.
  • The Railways will endeavour to ensure social distancing norms and hygiene with the cooperation of passengers. On longer routes, the Railways will provide a meal enroute during the journey.
  • On arrival at the destination, passengers will be received by the State Government, who would make all arrangements for their screening, quarantine if necessary and further travel from the Railway Station.
  • At this point of time of crisis faced by the nation, all officers and staff of the Indian Railways are committed to serve our fellow Indians and seeks everyone’s support and cooperation.

Appointment:

  • Ajay Tirkey: Shri Ajay Tirkey assumed charge as Secretary, Ministry of Women and Child Development (WCD) in New Delhi. He is 1987 batch IAS officer of Madhya Pradesh cadre. He succeeds Shri Rabindra Panwar who retired on superannuation.
  • Prof. Shobhana Narasimhan: From the Theoretical Sciences Unit (TSU) at the Jawaharlal Nehru Centre for Advanced Scientific Research (JNCASR), an autonomous institute under the DST, has been elected as an International Honorary Member to the American Academy of Arts and Sciences. The American Academy of Arts and Sciences honours scholars and leaders who have distinguished themselves in the sciences, arts, humanities and public life. The list of previous International Honorary Members includes Charles Darwin, Albert Einstein and Nelson Mandela.
  • Giridhar Aramane: Shri. Giridhar Aramane today assumed charge as Secretary, Ministry of Road Transport and Highways. Shri Aramane was earlier serving as Additional Secretary in the Cabinet Secretariat. He has also been a Jt. Secretary in the Ministry of Petroleum and Natural Gas during 2012-14.
  • Arvind Kumar Sharma: Shri Arvind Kumar Sharma (IAS) assumed charge as Secretary, Ministry of Micro, Small and Medium Enterprises.
  • Prior to this appointment, Shri Sharma was serving as Additional Secretary, Prime Minister’s Office (PMO). He is 1988 batch IAS officer of Gujarat cadre.

PM’s Review Meeting: Civil Aviation Sector

  • PM Narendra Modi held a comprehensive meeting to review the strategies that could help in making India’s Civil Aviation sector more efficient. It was decided that the Indian Air Space should be effectively used in such a manner that the flying time is reduced benefitting the traveling public and also helping the airlines to save costs in close co-operation with the Department of Military Affairs.
  • For generation of more revenue as well as to bring in more efficiency at the airports, the Ministry of Civil Aviation has been asked to expedite the process of handing over of 6 more airports on PPP basis, by commencing the tender process within three months.
  • The e-DGCA project was also reviewed. This project would bring in more transparency in the DGCA’s office and help all stakeholders by reducing the processing time for various licenses/permissions.
  • It was also decided that all reform initiatives taken by the Ministry of Civil Aviation and the organizations under it should proceed in a time bound manner.
  • The meeting was attended by the Home Minister, the Finance Minister, MoS (Civil Aviation), MoS (Finance) and senior officials of the Government of India.

PM’s Review Meeting: Education Sector

  • PM Narendra Modi held a meeting today to deliberate on the issues and reforms required in education sector including National Education Policy (NEP).  Special emphasis was given on the use of technology in the education sector and enhancing learning and adapting by the use of technology such as on-line classes, education portal and class-wise broadcast on dedicated education channels.
  • The focus was on bringing uniformity in education providing universal access to quality education, improving the quality of elementary education, through a new national curriculum framework that focuses on multi-linguistic, 21st century skills, integration of sport and art, environmental issues etc.  The use and promotion of technology in various modes for education at school and higher levels was discussed in detail – i.e. online mode, TV channels, radio, podcasts etc. Reforming the higher education scenario by making Indian Education System at par with the highest global standards making education effective, inclusive, contemporary rooted in the Indian culture and ethos.  Overall, the emphasis was given on early childhood care and education, foundational literacy and numeracy, adapting contemporary pedagogy, preserving the cultural and linguistic diversity of India with a special focus on early vocationalization of education. 
  • It was decided to usher in education reforms to create a vibrant knowledge society by ensuring higher quality education to all thereby making India a ‘Global knowledge Super Power’. 
  • To achieve all these goals and to ensure efficient educational governance extensive use of technology including Artificial Intelligence will be promoted.

PM’s Review Meeting: Power Sector

  • PM Narendra Modi today held a detailed meeting on the Power Sector & took stock of the impact of COVID-19. He also discussed various long-term reforms for enhancing sustainability, resilience, and efficiency of the sector.
  • The discussions included measures regarding ease of doing business; propagation of renewables; flexibility in supply of coal; role of public-private partnerships; and boosting investment in the power sector.
  • PM underlined the significance of the power sector in propelling the economy. The need for effective enforcement of contracts for attracting private investments was discussed.
  • He emphasized the importance of consumer centricity and directed to work towards the goal of supplying 24X7 quality and reliable power to all consumers. Measures for improving viability of distribution companies, including tariff rationalization and timely release of subsidies along with improved governance were also discussed.
  • The meeting was attended by Home Minister, Finance Minister, Minister of State for Power, Skill and NRE and Minister of State for Finance along with senior officials of the Government of India.
