Asia-Pacific Ministerial Conference on Disaster Risk Reduction

  • A high-level Indian delegation, led by Union Minister of State for Home Affairs, Nityanand Rai, participated in Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) 2024 in Manila, Philippines.
  • The conference under the theme “Surge to 2030: Enhancing ambition in Asia Pacific to accelerate disaster risk reduction” brought together Ministers and policymakers from across Asia-Pacific region to discuss strategies for reducing disaster risks in the face of increasing climate related challenges.
  • Minister of State emphasised on the modern technologies for EWS such as the Common Alerting Protocol (CAP) and Cell Broadcast Systems, establishment of the Indian Tsunami Early Warning Centre (ITEWC), which provides Tsunami advisories to 25 Indian Ocean countries for last- mile connectivity.

15 Bomb Threats In Three Days

  • Canada on Wednesday (October 16, 2024) deployed a CC-330 aircraft of the Royal Canadian Air Force to airlift over 200 passengers of an Air India Delhi-Chicago flight to their destination after it had been forced to divert to a remote airport in Iqaluit following a bomb threat.
  • More flights in India received bomb threats on the third consecutive day, taking the total of such calls to at least 15, though most were declared hoaxes.
  • At least 10 Indian flights have received hoax bomb threats over the past 48 hours, leading to long delays and diversions.
  • On Tuesday, Singapore’s Air Force sent two fighter jets to escort an Air India Express plane away from populated areas following a bomb threat.
  • Hours before that, an Air India plane from Delhi to Chicago had to land at a Canadian airport as a precautionary measure.
  • Hoax bomb threats to airlines are not unusual in India but it’s not clear what triggered the sudden surge since Monday.

‘If Trust Is Lacking…’: In Pakistan, Jaishankar’s Powerful SCO Speech

  • Delivering a strong message to Pakistan during the SCO meeting in Islamabad, EAM S Jaishankar on Wednesday slammed the country over the issue of cross-border terrorism, suggesting that it should introspect over reasons why the ties between the two neighbours have frayed.
  • His address, delivered in front of a gathering that included Pakistan Prime Minister Shehbaz Sharif and Chinese Premier Li Qiang, underscored the complex dynamics influencing India’s relations with both China and Pakistan.
  • Jaishankar stated, “If friendship has fallen short and good neighbourliness is missing somewhere, there are surely reasons to introspect and causes to address,” indicating the need for a candid dialogue about the existing tensions.
  • He urged the SCO to take a proactive role in advocating for essential changes in global governance, stating, “The SCO must be in the lead of advocating such change, not hold back on a matter of such importance.” Through this address, Jaishankar aimed to foster a cooperative atmosphere that prioritizes stability, mutual respect, and comprehensive reform in both regional and global contexts.

North Korea Says Its Revised Constitution Defines South Korea As ’Hostile State’

  • North Korea confirmed Thursday that its recently revised constitution defines South Korea as “a hostile State” for the first time, two days after it blew up the front-line road and rail links that once connected the country with the South.
  • North Korea’s Parliament met for two days last week to rewrite the constitution but State media didn’t immediately provide details about the session. Leader Kim Jong Un had called for constitutional change at the Parliamentary meeting to designate South Korea as the country’s main enemy, remove the goal of a peaceful Korean unification and define the North’s sovereign, territorial sphere.
  • On 11 October, North Korea’s foreign ministry accused the South of sending drones to Pyongyang at night over the course of two weeks. It said that leaflets dispersed by the drones contained “inflammatory rumours and rubbish”.

Airbus To Cut Up To 2,500 Jobs In Defence And Space

  • Airbus AIR.PA announced plans on Wednesday to cut up to 2,500 jobs in its Defence and Space division after spending months taking a deep dive into heavy losses in its satellites business.
  • The European aerospace group said it aimed to carry out the cuts, which represent 7 percent of the workforce in its second-largest division, by mid-2026 after talks with unions but would hold off taking an immediate restructuring charge.
  • Airbus builds satellites and transporters and has key shares in European missile, fighter, and space-launch programmes.
  • It has been hit by 1.5 billion euros ($1.63 billion) of charges in space systems in recent quarters, led by the high-tech OneSat project, and delays and rising costs in defence.
  • The job cuts, first reported by French news agency AFP, come on top of a more than year-long efficiency review in the defence and space business, code-named ATOM.
  • European nations hiked defence spending following Russia’s invasion of Ukraine in 2022 but some of the re-armament spending has gone to non-European suppliers and the most urgent needs do not involve the large platforms on which Airbus is most focused.
