France to Introduce Voluntary Military Service Amid Growing Threat from Russia

In a significant move aimed at bolstering national security, France is set to implement a voluntary military service lasting 10 months, starting next summer. This initiative, announced by President Emmanuel Macron, comes as concerns grow over potential threats, particularly from Russia, which has been engaged in an ongoing invasion of Ukraine for over three years.

During a speech to military personnel in Varces-Allieres-et-Risset, Macron emphasized that this new national service will be primarily targeted toward young people aged 18 to 19, with the understanding that these volunteers will be deployed only within French territory. This approach marks a departure from the conscription system that France abandoned nearly three decades ago.

Macron highlighted the possibility of extending the program to include mandatory service in times of significant national crisis. He stated, “In the event of a major crisis, parliament may authorize calling upon individuals beyond just volunteers,” signaling that while the service aims to attract volunteers, there may be circumstances that necessitate a larger mobilization of the population.

He pointed out that the initiative draws inspiration from practices in other European nations, particularly Norway, which have reinforced their military capacities in response to similar threats. “At a time when all our European allies are making progress in the face of a threat that affects us all, France cannot remain idle,” he said, addressing the urgency of the situation.

The implementation plan outlines a gradual increase in participation, starting with 3,000 volunteers next summer, with an aim to expand to 10,000 by 2030 and eventually reach 50,000 by 2035. This strategic growth will serve to meet the evolving needs of the French armed forces, positioning the country to respond effectively to both current and future challenges in the realm of national security.
