India and Maldives Advance Bilateral Cooperation in High-Level Core Group Meeting

The second meeting of the High-Level Core Group (HLCG) between India and the Maldives took place recently in New Delhi, advancing discussions on a wide range of strategic and developmental issues. Leading the Maldivian delegation was His Excellency Dr. Abdulla Khaleel, the Foreign Affairs Minister, who engaged with senior Indian officials to further cement the evolving partnership between the two nations.

This meeting built on the groundwork established during the inaugural HLCG session held in Malé on January 29, 2025. The first meeting initiated a structured dialogue based on a joint vision document titled “India and Maldives: A Vision for Comprehensive Economic and Maritime Security Partnership.” This document was a product of discussions held following an October 2024 meeting between President Dr. Mohamed Muizzu and Prime Minister Narendra Modi.

Delegates from both countries participated in comprehensive discussions covering multiple areas of cooperation, including transport and connectivity, agriculture, fisheries, trade and economic initiatives, healthcare, capacity building, training programs, and fostering enhanced people-to-people ties. A major focus was placed on strengthening defense and security collaboration, particularly given the Maldives’ strategic location in the Indian Ocean amidst ongoing regional maritime challenges.

The Maldivian delegation featured senior officials from various ministries and agencies, such as the President’s Office, the Ministry of Defence, and the Ministry of Economic Development and Trade, reflecting a whole-of-government approach to enhancing relations with India.

India reiterated its perception of the Maldives as a crucial maritime neighbor and strategic partner within the Indian Ocean Region. The discussions were framed as a message of reconciliation and progress, especially in light of a year marked by diplomatic tensions stemming from President Muizzu’s early anti-India rhetoric and a tilt towards China.

In light of a recent terror attack in Pahalgam on April 22, 2025, which resulted in significant loss of life, the Maldives expressed robust solidarity with India. Minister Khaleel reaffirmed his country’s unwavering support for India’s fight against terrorism, underscoring the importance of regional cooperation in security matters.

India’s Ministry of External Affairs highlighted that ongoing HLCG meetings serve as a vital platform to enhance collaboration, expedite joint projects, and uphold regional stability. The Core Group has agreed to convene its next meeting in Malé at a mutually convenient time, with both nations committed to realizing their shared vision for peace, prosperity, and partnership in the increasingly significant Indo-Pacific region.
