Northeast Nigeria Governors Urge Rethink of Counter-Insurgency Strategy Amid Rising Attacks

State governors from northeast Nigeria convened on Thursday in Damaturu, the capital of Yobe state, calling for a significant reassessment of the country’s counter-insurgency strategies in light of recent violent attacks that left over 100 individuals dead last month. This plea comes during a period marked by a marked escalation in jihadist activities in the region, which has been grappling with a protracted conflict for the past 16 years, resulting in over 40,000 fatalities and the displacement of two million people.

The governors present at this crucial gathering represent the states of Borno, Adamawa, Yobe, Gombe, Taraba, and Bauchi. In his closing remarks, Taraba state governor Agbu Kefas expressed deep concerns regarding the alarming rise in insurgent activities. He emphasized the need for the armed forces and other security agencies to reassess their approaches to the ongoing counter-insurgency operations.

“The forum calls for a reappraisal of strategies utilized by the armed forces, security agencies, and community leaders in combating insurgence within the region,” Kefas stated. He advocated for a “multidimensional approach” to tackling the underlying issues fueling unrest, highlighting the necessity for improvements in youth employment, educational opportunities, infrastructure, and poverty alleviation.

The Boko Haram insurgency, which originated in Borno, along with its offshoot, the Islamic State West Africa Province (ISWAP), has faced setbacks against the Nigerian military. However, both groups have recently intensified their operations, displaying a troubling resurgence in activity. Reports indicate that they have collaborated more closely to direct their efforts against external forces, with adaptations in their combat methodologies, including enhanced use of drones, improvised explosive devices, and coordinated assaults.

Moreover, the operational effectiveness of the Multinational Joint Task Force (MNJTF), which has been tasked with combating extremism in the Lake Chad region since its establishment in 2013, has diminished following Niger’s withdrawal in March. This exit has adversely impacted cross-border cooperation, patrols, and intelligence sharing aimed at mitigating militant threats. Additionally, Chad has expressed intentions to withdraw, further complicating the regional security landscape.

As the northeast grapples with the ongoing threat from insurgent groups, the governors’ call for a strategic overhaul underscores the urgency for a comprehensive response that not only addresses immediate security concerns but also the socio-economic factors that contribute to the perpetuation of violence in the region.
