Chen, who resides in Happy Valley, Oregon, and Lai, who entered the United States in April on a tourist visa, were taken into custody by the FBI on Friday. A criminal complaint reveals that their activities involved various intelligence operations within the U.S. on behalf of China’s Ministry of State Security. These operations included financial transactions aimed at acquiring national security information and attempts to recruit U.S. Navy members as assets for the Chinese government.

Attorney General Pamela Bondi emphasized the seriousness of the situation, stating that this case highlights the persistent efforts of the Chinese government to infiltrate U.S. military ranks and compromise national security from within. Details from the complaint indicate that Lai played a pivotal role in recruiting Chen, who is a legal permanent resident of the U.S., to collaborate with the Ministry of State Security back in 2021.
