Ukraine’s Ministry of Defence has unveiled a new recruitment initiative targeting civilians aged 18 to 24, aiming to bolster the country’s military capabilities amidst ongoing conflict. This program, aptly named “Contract 18-24,” encourages young individuals to voluntarily commit to one year of military service, offering them the chance to contribute meaningfully to national defense while also providing opportunities for personal development.
The initiative, which comes with training aligned with NATO standards, features a competitive salary package and various social benefits that are generally unavailable in civilian roles. This move aims to address the military workforce shortages that have been exacerbated by the ongoing conflict, particularly in light of recent advice from U.S. and NATO allies to lower the draft age to 18.
Prior to the introduction of this program, only civilians between the ages of 25 and 60 were eligible for conscription. Ukrainian Defence Minister Rustem Umerov emphasized that “Contract 18-24” is not a means of compulsory mobilization but rather an opportunity for young individuals to make a thoughtful choice, gain invaluable combat experience, and achieve financial stability in a relatively short timeframe. He stated that, after fulfilling the one-year commitment, participants will have the option to either extend their service or return to civilian life, equipped with unique prospects for their future.
Kyiv has detailed that volunteers signing up for the program will receive a contract worth 1 million Ukrainian hryvnias (approximately $23,963) for their year’s service. Upon enlistment, recruits will receive an upfront payment of about 200,000 hryvnias ($4,793), with the remainder distributed throughout their service. Additionally, soldiers will be eligible for supplemental pay of up to 120,000 hryvnias ($2,876), alongside benefits such as zero-interest mortgage options, free medical care—including dental prosthetics—and the right to travel abroad.
In a further incentive, each recruit will be granted a 12-month exemption from mobilization after completing their contracts. Umerov emphasized the government’s commitment to elevating the prestige and competitiveness of military service by offering exemplary training, the opportunity for career advancement, and substantial financial rewards.
Highlighting the evolution of the armed forces, Umerov stated that the initiative aims to transition the Ukrainian army into a modern, agile, and formidable force. “Contract 18-24” represents a significant step towards building a higher-level professional army, wherein each volunteer is recognized as a vital component of Ukraine’s defense strength.
Prospective recruits are encouraged to submit their applications via the Ukrainian Armed Forces recruitment portal or through the agency’s mobile app, marking a new era for military service in Ukraine aimed at attracting its younger population.
