The U.S. Department of State (DOS) has attributed this decision to allegations of their involvement in campus protests, with particularly concerning reports emerging about Indian students being among those affected.

According to reports from various immigration lawyers, the actions taken against these students extend beyond direct participation in protests. Authorities are also scrutinizing online behaviors, compelling students to leave the country for simply engaging with or sharing protest-related content on social media. This heightened vigilance by the DOS has led to strict oversight of visa applications for students seeking new F, M, or J visas, where any objectionable content identified on their social media profiles can result in immediate denials.

The official communication from the Department of State emphasizes that the decision to revoke visas stems from new information available after a visa was initially issued. In an email sent to students, the Bureau of Consular Affairs stated: “As a result, your F-1 visa with expiration date XXXXX was revoked in accordance with Section 221(i) of the US Immigration and Nationality Act, as amended.” The email continues to warn that the Department of Homeland Security’s Immigration and Customs Enforcement (ICE) has been notified regarding the revocation and may communicate this decision to designated school officials.

The backdrop to these protests lies in the violent escalations surrounding the October 7 attack by Hamas on Israel and the ensuing Israeli military strikes in Gaza, which resulted in significant civilian casualties. This conflict has ignited widespread protests across various U.S. college campuses, drawing participation from both local and international students. The demonstrations express solidarity with Palestinians and have coincided with an uptick in antisemitic incidents, raising concerns among campus communities.

In an effort to identify students involved in the protests, the U.S. government, through initiatives like the recently introduced “Catch and Revoke” program spearheaded by Senator Marco Rubio, is employing artificial intelligence (AI) technologies. This program aims to locate individuals allegedly supporting terrorist organizations, including Hamas. As of recently, over 300 students have reportedly faced visa revocations under this controversial initiative.

The Open Doors report highlighted that as of the 2023-24 academic year, there were over 1.1 million international students studying in the U.S., with a notable 331,000 hailing from India.
