Italian defense giant Leonardo is making significant strides to secure a contract for training aircraft in Morocco, focusing on its M-346 Master model amid a fiercely competitive procurement process.
In recent months, Leonardo’s executives and business development teams have ramped up outreach efforts, visiting Rabat to promote the M-346 advanced jet trainer to officials within the Moroccan air force. According to reports from Africa Intelligence, the M-346 is being positioned as Leonardo’s top candidate aimed at modernizing pilot training capabilities in the country. However, it faces stiff competition from the Chinese-made Hongdu L-15 Falcon, which local military leaders currently view as a leading contender.
The dynamics of this bidding process extend beyond the specifications of the aircraft. Historical industrial relationships and previous challenges concerning cost and maintenance have shaped Morocco’s approach to Leonardo. Moroccan officials have previously expressed concerns regarding pricing and logistical arrangements related to earlier Leonardo platforms, including the C-27J Spartan transport aircraft that were supplied in the 2010s.
Leonardo is relying on the proven operational success of the M-346 in Europe, as well as its limited engagement so far in Africa, to bolster its case. Notably, in February, Indonesia expressed interest in the aircraft by signing a letter of intent to potentially acquire and support the M-346F model. This decision came as part of Indonesia’s initiative to replace its aging Hawk 209 and Hawk 109 aircraft, aiming to enhance its training and light combat capabilities.
Furthermore, in December, Austria finalized a substantial deal worth $1.7 billion for 12 M-346FA combat aircraft. Nigeria is also in talks for a possible acquisition of 24 units for approximately $1.4 billion, which if completed, would represent a significant military procurement investment by a West African nation.
As the competition heats up, Leonardo’s prospects in Morocco will heavily depend on its ability to address previous concerns while demonstrating the M-346’s advantages over rival offerings in the global market.
