Indo-Pacific Regional Dialogue 2026 Begins in New Delhi
The Indo-Pacific Regional Dialogue 2026 (IPRD-2026), the Indian Navy’s annual apex-level international strategic dialogue, commenced in New Delhi on 3 November 2026.
The three-day conference is being organised in collaboration with the National Maritime Foundation (NMF), which serves as the Indian Navy’s knowledge partner.
Theme of IPRD-2026
The central theme of this year’s dialogue is:
“Science, Technology and Academic Cooperation in the Indo-Pacific.”
The conference focuses on how scientific developments, technological innovation and institutional partnerships can be converted into practical regional cooperation.
The discussions aim to examine ways to strengthen maritime capabilities, institutional relationships and shared regional resilience.
Central Question of the Dialogue
The opening day established an important question for the conference: how can the Indo-Pacific region use scientific knowledge and technological innovation to develop lasting institutional cooperation, stronger maritime capabilities and collective resilience?
First Professional Session
The first session focused on:
“Academic Networks, Research, and Human Capital Development.”
It was moderated by Vice Admiral Sanjay Mahindru (Retd.), former Deputy Chief of the Naval Staff.
The session included perspectives and contributions from representatives of:
- France
- Indonesia
- Japan
- Maldives
The discussion highlighted the importance of academic collaboration, research partnerships and human-resource development in strengthening regional cooperation.
Second Professional Session
The second session was titled:
“Maritime Situational Awareness and Protection of Critical Maritime Infrastructure.”
It examined contemporary maritime-awareness challenges, particularly those associated with protecting seaborne trade and essential undersea infrastructure.
Significance of IPRD-2026
The dialogue provides an international platform for policymakers, naval professionals, academics and strategic experts to discuss important Indo-Pacific issues.
Its emphasis on science, technology and academic cooperation highlights the growing role of innovation and institutional partnerships in regional maritime security.

India Conducts Flight Test of Indigenous Short-Range Tactical Missile System
India conducted a flight test of an indigenous short-range tactical missile system from a test facility off the Odisha coast on 3 November 2026.
The trial represents another step in India’s efforts to strengthen its indigenous precision-strike capabilities and develop advanced tactical weapon systems for battlefield requirements.
Development by DRDO
The missile system has been developed by the Defence Research and Development Organisation (DRDO).
It is designed to engage different types of military targets and forms part of India’s broader programme to develop indigenous tactical missile capabilities.
However, DRDO has not disclosed the exact missile system tested on 3 November 2026.
Possibility of Pralay Missile Test
Before the test, reports suggested that the trial might involve the Pralay quasi-ballistic missile system, which was reportedly scheduled for a flight test.
However, confirmation regarding the identity of the missile launched is still awaited. Therefore, the tested system should not be conclusively identified as Pralay based on the available information.
What Is a Quasi-Ballistic Missile?
A quasi-ballistic missile generally follows a ballistic-type trajectory. It rises after launch and then descends towards its intended target.
Unlike a conventional ballistic missile following a more predictable path, a quasi-ballistic missile can manoeuvre during flight.
This ability makes its trajectory less predictable and can make interception more challenging for opposing missile-defence systems.
Safety Arrangements Before the Trial
Several precautionary measures were undertaken before the launch to ensure the safety of the surrounding area.
- A Notice to Airmen (NOTAM) was issued for a large safety zone around the designated test area.
- Residents living within a 2-kilometre radius of the test range were temporarily relocated.
- The measures were implemented to minimise risks to civilians during the missile trial.
Monitoring and Data Analysis
The launch was completed successfully, with tracking and telemetry systems monitoring the missile throughout its flight.
The data collected during the trial is now undergoing detailed analysis. This assessment will help validate the missile’s performance parameters and support subsequent development activities.
The test highlights India’s continuing efforts to strengthen its domestic defence research, missile technology and precision-strike capabilities.
