JOINT EXERCISE GARUDA SHAKTI                        

  • As part of military-to-military exchange programs, a contingent of Indian Special Forces troops are currently engaged in a bilateral joint training Exercise GARUDA SHAKTI with Indonesian Special Forces at Sangga Buana Training Area, Karawang, Indonesia. Exercise GARUDA SHAKTI is the eighth edition of the series of bilateral exercises under this banner.
  • The exercise which commenced on 21 November 2022 aims at enhancing understanding, cooperation and interoperability between the Special Forces of both armies. The scope of the joint exercise includes orientation to advance special forces skills, sharing of information on weapons, equipment, innovations, tactics, techniques & procedures and lessons learnt from various operations undertaken, Special Forces Operations in Jungle terrain, strikes on terrorist camps and a validation exercise integrating basic and advance special forces skills apart from gaining an insight into the lifestyle and culture of both countries to foster military cooperation.
  • The joint training would also focus on a high degree of physical fitness, tactical drills, techniques and procedures for which a comprehensive 13-day training programme has been worked out. The exercise will culminate in a 48-hour-long validation exercise.
  • The joint exercise will facilitate both armies to know each other better and share their wide experiences and combat experience on countering terrorist operations, Regional Security Operations & Peace Keeping Operations in an international environment. The exercise is yet another significant milestone in ensuring cordial relations between the two countries and another step forward towards ensuring regional security.

CDS Meets Indian Coast Guard Chief, Briefed About Blue Economy, Charter 

  • In order to review the preparedness of the Indian Coast Guard, CDS General Anil Chauhan on Tuesday visited the headquarters of the ICG. CDS General Anil Chauhan was received by the Chief of Indian Coast Guard VS Pathania.
  • Meanwhile, on Friday last week, the Indian Coast Guard conducted its 20th National Maritime Search and Rescue (NMSAR) Board meeting in Gujarat’s Kevadia.
  • CDS was briefed about the blue economy and the Indian Coast Guard charter.
  • Notably, the keel-laying ceremony for two Coast Guard Pollution Control Vessels (GSL Yard 1267 and 1268) was held on Monday at Goa Shipyard by Indian Coast Guard’s Director General VS Pathania and the ceremony was performed in the presence of Goa Shipyard’s CMD Brajesh Kumar Upadhyay and other senior dignitaries from both Goa Shipyard and the Indian Coast Guard.
  • Meanwhile, on Friday last week, the Indian Coast Guard conducted its 20th National Maritime Search and Rescue (NMSAR) Board meeting in Gujarat’s Kevadia.
  • “The NMSAR Board comprising 31 members from various central ministries and agencies, members of armed forces, and all Coastal States and Union Territories meets annually to discuss the policy issues. In the meeting, guidelines and procedures are formulated, to assess the efficacy of the National Maritime Search and Rescue Plans and services for the mariners and the fishermen, in the vast 4.6 million sq km of the Indian Search and Rescue Region (ISRR),” read an official statement by the ICG. Indian Naval Ships, Shivalik and Kamorta arrived at Busan, South Korea on November 21 for a port call. Indian Navy said the ships are scheduled to undertake professional and social interactions with the Republic of Korea (ROK) Navy, which would also include a maritime partnership exercise at sea.

India Supports Strengthening Maritime Security In the Gulf Of Guinea 

  • India on Tuesday vowed to support all national, regional and international efforts for strengthening maritime security, including in the Gulf of Guinea, in consultation with countries of the region.
  • Speaking at the UNSC meeting on peace and security in Africa, Deputy Permanent Representative R Ravindra said, “India has been engaged with countries in the region, particularly in the Gulf of Guinea, on maritime matters, including through the deployment of Navy patrols as well as the building of antipiracy capacities of the countries in the region. “
  • Notably, the Indian Navy was deployed in the Gulf of Guinea on September 4th, 2022 for a month, contributing to the efforts against piracy, and armed robbery, as well as towards training and awareness in the region.
  • The problem of maritime piracy is as old as the history of maritime navigation. However, with the rapid growth in international trade through maritime navigation, the growth of piracy in the past two decades has been unprecedented. Piracy is not only a threat to the freedom of maritime navigation but also causes destabilizing effects on global and regional trade and security. The negative humanitarian impact of this threat on sea, piracy or the lifeline of maritime shipping can no longer be ignored.
  • “Piracy can only be defeated through effective cooperation and implementation of legal frameworks on maritime security at both regional and international levels,” said Ravindra.
  • Maritime security has been one of the key priorities for India in the Security Council. During India’s presidency of the Security Council last year, Prime Minister Narendra Modi chaired a meeting on maritime security.
  • “During the meeting, the Council also adopted a presidential statement, the first-ever Council document on the issue of maritime security. The salient feature of this issue was further highlighted through the adoption of a Security Council resolution on piracy and armed property at sea in the Gulf of Guinea in May 2022, a crucial initiative by Ghana,” said the Indian envoy.
  • Secretary General’s Report on this issue which contains many useful recommendations.
  • The report noted the reduction of piracy incidents in the Gulf of Guinea underpinned by several factors. This included the positive impact of piracy-related convictions in the countries of the region, as well as the deterrent effects of increased naval patrols by the Nigerian Navy, aided by better regional cooperation.
  • However, Ravindra cautioned against lowering the guard against piracy in the Gulf of Guinea and continue to take robust anti-piracy measures.
  • “The report notes the growing risk of a terrorist threat from Central Sahel towards the Gulf of Guinea, as was demonstrated by the terrorist attacks against government forces in Benin and Togo since 2021. We need to continue to look out for links between extremist, terrorist and pirate groups in the Gulf of Guinea, as these can be a lethal nexus and has the potential to reverse the recent antipiracy gains made in the Gulf of Guinea,” said Ravindra.
  • The lower conviction rates in piracy cases have remained a cause of concern despite the recent two convictions in Togo and Nigeria.

Launch of Seventh 250-Men Ferry Craft, “MANJULA”               

  • Ferry Craft ‘Manjula’ (Yard 786) was launched by Shri Binod Kumar, IAS, Principal Secretary Transport, West Bengal on 23 Nov 22 at M/s Shalimar Works Ltd, Kolkata, West Bengal in presence of Cmde Indrajit Dasgupta, Warship Production Superintendent (Kolkata).
  • Contract for construction and delivery of seven 250 Men Ferry Craft was concluded with M/s Shalimar Works Ltd, Kolkata in consonance with “AatmaNirbhar Bharat” initiatives of the government of India. Six out of Seven Ferry Craft have already been delivered at Port Blair, Visakhapatnam and Mumbai
  • These Ferry crafts are being built with a service life of 25 years. The Ferry Craft will provide impetus to the operational and logistics requirements of the Indian Navy.

DRDO’s Compendium on Low-Intensity Conflict Products Released 

  • DRDO’s Compendium on Low-Intensity Conflict (LIC) Products was released jointly by the Union Home Secretary Shri Ajay Kumar Bhalla and Secretary DDR&D & Chairman DRDO Dr Samir V Kamat.
  • In line with the “Atmanirbhar Bharat” campaign of the Government of India, the compendium consists of more than 100 technologies, systems and products developed by DRDO for LIC operations. It is a valuable repository of information for the central security forces.
  • Union Home Secretary and Secretary DDR&D & Chairman DRDO jointly reviewed the ongoing collaboration between the DRDO and the Ministry of Home Affairs (MHA).

India Carries Out Successful Training Launch of IRBM

  • India carried out a successful training launch of an Intermediate Range Ballistic Missile, Agni-3 from APJ Abdul Kalam Island, Odisha on November 23, 2022. The successful test was part of routine user training launches carried out under the aegis of the Strategic Forces Command.
  • The launch was carried out for a predetermined range and validated all operational parameters of the system.
  • India on Wednesday carried out a successful launch of an Agni-3 Intermediate Range Ballistic Missile from A.P.J. Abdul Kalam Island in Odisha.
  • “The successful test was part of routine user training launches carried out under the aegis of the Strategic Forces Command,” a Defence Ministry statement said. “The launch was carried out for a predetermined range and validated all operational parameters of the system.”
  • Agni series of missiles constitute the backbone of India’s nuclear weapons delivery which also includes the Prithvi short-range ballistic missiles and fighter aircraft. India has also completed its nuclear triad and operationalized its second strike capability, with the nuclear ballistic missile submarine INS Arihant undertaking deterrence patrols.
