India Holds First-Ever Trilateral Navy Exercise With Africa 

  • The first edition of India-Mozambique-Tanzania Trilateral Exercise (IMT TRILAT), a joint maritime exercise among the Indian, Mozambique and Tanzanian navies commenced at Dar Es Salaam, Tanzania on 27 Oct 22. Indian Navy is represented by the guided missile frigate, INS Tarkash, a Chetak helicopter and MARCOS (Special Forces).
  • The exercise has three broad objectives: capability development to address common threats through training and sharing of best practices, enhancing interoperability, and strengthening maritime cooperation. The exercise is scheduled over a three-day period from 27 to 29 Oct 22 and includes harbour and sea phases.
  • As part of the harbour phase, capability building activities such as Visit, Board, Search and Seizure; small arms training; joint diving operations; damage control and fire fighting exercises; and cross deck visits are scheduled. The sea phase includes boat operations, fleet manoeuvres, Visit, Board, Search and Seizure operations, helicopter operations, small arms firing, formation anchoring and EEZ patrols.
  • These exercises reflect India’s and the Indian Navy’s commitment to enhancing maritime security and cooperation with maritime neighbours in the Indian Ocean Region and promoting SAGAR, Safety and Growth for All in the Region.

CURTAIN RAISER: Goa Maritime Symposium (GMS) 2022

  • The fourth edition of the Goa Maritime Symposium (GMS) is being conducted by the Naval War College (NWC) at Goa from 31 Oct to 01 Nov 2022. The participants of the Symposium comprise Captains/ Commanders and equivalent-rank officers from Navies/ Maritime forces from friendly foreign countries viz., Bangladesh, Comoros, Indonesia, Madagascar, Malaysia, Maldives, Mauritius, Myanmar, Seychelles, Singapore, Sri Lanka, and Thailand, besides India.
  • Conceptualised and instituted by the Indian Navy in 2016, the GMS is a forum for fostering collaborative thinking, cooperation and mutual understanding between India and key maritime nations of the Indian Ocean Region (IOR). The symposium is conducted biennially by the NWC, Goa, and three editions of the event have been organised thus far. The Symposium will be inaugurated by Rear Admiral Rajesh Dhankhar, Commandant, Naval War College.
  • With the IOR becoming the focus of the 21st Century strategic landscape, the Symposium plays a constructive role in bringing together stakeholders for evolving policies, strategies and implementation mechanisms for comprehensive security in the maritime domain. The theme of GMS-2022 is “Maritime Security Challenges in the Indian Ocean Region: Converting Common Maritime Priorities into Collaborative Mitigation Frameworks”. The theme is underpinned by the idea of ‘Security and Growth for All in the Region’ (SAGAR) and five principles of Maritime Security enunciated by the Hon’ble Prime Minister of India, which imply that the prosperity of our region is interlinked with the maritime fate of all IOR littorals.
  • Nestled in the lush green environs of North Goa, the venue for the Symposium is also a fitting tribute to Goa’s rich maritime heritage, which dates back to the 2nd Century BCE. With such ties to the past and the aspiration for new vistas in the future, the venue will add a unique flavour to the GMS-2022 deliberations.

NAVAL COMMANDERS’ CONFERENCE 22/2 

  • The second edition of Naval Commanders’ Conference of 2022 is scheduled from 31 Oct to 03 Nov 22 at New Delhi. The conference serves as a platform for Naval Commanders to discuss important maritime matters at the military-strategic level through an institutionalised forum. Due to the dynamic and fast-paced developments in security imperatives in the Indian Ocean Region (IOR) as well as in other parts of the world, the Conference has its own significance and relevance.
  •  Amongst many issues being discussed, the Chief of the Naval Staff, along with other Naval Commanders will review major Operational, Materiel, Logistics, Human Resource Development, Training and Administrative activities undertaken by the Indian Navy in the last few months and further deliberate upon future plans for important activities and initiatives. The conference would also dwell upon the dynamics of the geostrategic situation of the region and the Navy’s readiness to deal with the same.
  • The Navy has focused on being a Combat Ready, Credible and Cohesive force with a future-ready outlook and continues to assiduously execute its mandate. The Indian Navy has witnessed significant growth in its operational tasking over the years in consonance with India’s rising maritime interests. Indian Navy’s standing as the ‘Preferred Security Partner’ has also grown concomitantly in recent times. Indian Navy is poised to counter all maritime security challenges emerging due to uncertain geo-strategic situations in IOR and beyond.
  •  During the Conference, the Hon’ble Raksha Mantri Shri Rajnath Singh will address and interact with the Naval Commanders on matters pertaining to national security. The Chief of Defence Staff and the Chiefs of the Indian Army and the Indian Air Force would also interact with the Naval Commanders to address the convergence of the three Services vis-à-vis the common operational environment, and avenues of augmenting Tri-Service synergy and readiness towards the defence of the nation and India’s national interests.

Prime Minister Lays Foundation Stone Of C-295 Transport Aircraft Manufacturing Facility          

  • PM Modi laid the foundation stone of C-295 transport aircraft manufacturing facility – the country’s first in the private sector – in Vadodara, Gujarat on October 30, 2022. The facility will manufacture C-295 aircraft for the IAF through collaboration b/w Tata Advanced Systems Limited and Airbus Defence and Space S.A., Spain.
  • The total cost of the project is Rs 21,935 crore. The aircraft can be used for civilian purposes as well.
  • Commenting on the fast-evolving aviation sector of India, Shri Narendra Modi said that we are about to enter among the top three countries in the world with regard to air traffic. UDAN scheme is helping in turning many commuters into air travellers, he said. Highlighting the increased demand for passenger and cargo aircraft, the Prime Minister stated that India will need more than 2000 aircraft in the next 15 years.
  • In the last eight years, he said, companies from more than 160 countries have invested in India. He further elaborated that such foreign investments are not limited to certain industries but spreads across 61 sectors of the economy and covers 31 states of India. The Prime Minister informed that more than $3 billion has been invested in the aerospace sector alone. He noted that post 2014, investment in this sector grew five times of what was invested during the year 2000 to 2014. Shri Narendra Modi highlighted that in the coming years, the defence and aerospace sectors are going to be the crucial pillars of the ‘Aatmanirbhar Bharat’ campaign. “We aim to scale our defence manufacturing beyond $25 billion by 2025. Our defence exports will also exceed $5 billion,” he added.

Union Home Minister’s “Special Operation Medal” For The Year 2022         

  • The “Union Home Minister’s Special Operation Medal” for the year 2022 have been awarded for 4 Special Operations. The medal was constituted in 2018 with the objective to recognize those operations, which have high degree of planning, high significance for the security of the country/State/UT and have significant impact on the security of larger sections of the society.
  •  The award shall be conferred for Special Operation in the areas such as counter terrorism, border action, arms control, prevention of narcotics smuggling and rescue operations. It is announced on 31st of October every year.  In a year, normally 3 Special Operations are considered for the award and in extra ordinary circumstances; the award may be given up to 5 Special Operations to encourage State/UT Police.

U.S. Plans To Deploy B-52 Bombers To Air Base In Australia’s Northern Region

  • The United States is planning to deploy up to six nuclear-capable B-52 bombers to an air base in northern Australia, a source familiar with the matter said on Monday, amid heightened tensions with Beijing.
  • Dedicated facilities for the bombers will be set up at the Australian air force’s remote Tindal base, about 300 km (190 miles) south of Darwin, the capital of Australia’s Northern territory, said the source, who declined to be identified because they are not authorized to speak publicly on the issue.
  • Putting B-52s, which have a combat range of about 14,000 km, in Australia will be a warning to Beijing, as fears grow about an assault on Taiwan, Becca Wasser, senior fellow at the Washington, D.C.-based Centre for a New American Security, told the ABC.

Australian Navy Ships Arrive In Visakhapatnam For Ex-Indo-Pacific Endeavour With Indian Navy

  • Royal Australian Navy ships HMAS Adelaide and Anzac arrived in Visakhapatnam on Monday for Exercise ‘Indo-Pacific Endeavour’ with the Indian Navy.
  • Indo-Pacific Endeavour, one of Australia’s key regional engagement activities, returns to Southeast Asia and the Northeast Indian Ocean from September to November this year, visiting a record 14 countries in this iteration, read Australian Defence Ministry press release.
  • IPE 2022 will see engagements with the Maldives, Timor-Leste, Vietnam, the Philippines, Bangladesh, Sri Lanka, Laos, Cambodia, India, Thailand, Malaysia, Singapore, Brunei and Indonesia.
  • IPE began in 2017 as an annual activity coordinated by the Australian Defence Force to deliver on the promise of the 2016 Defence White Paper to strengthen Australia’s engagement and partnerships with regional security forces.
