SITMEX 2025

  • The Republic of Singapore Navy (RSN), the Indian Navy (IN) and the Royal Thai Navy (RTN) completed the 5th Singapore-India-Thailand Maritime Exercise (SITMEX) from 24 to 29 November 2025. The exercise was held in Singapore and the Andaman Sea, reaffirming the strong and enduring defence relations among the three countries.
  • This year, the RSN served as the host navy and led the planning and execution of the exercise. Singapore deployed the Independence-class littoral mission vessel RSS Dauntless, while India participated with the Kora-class corvette INS Karmuk, and Thailand with the Krabi-class offshore patrol vessel HTMS Krabi.
  • The exercise commenced with a shore phase at RSS Singapura – Changi Naval Base, where personnel took part in professional exchanges and a sports programme to strengthen camaraderie. This was followed by a sea phase that included a series of drills such as communication exercises, boarding operations, photo exercises and a live gunnery firing serial in the Andaman Sea. These activities aimed to enhance operational coordination and readiness among the participating navies.

Operation Sagar Bandhu

  • External Affairs Minister Dr S Jaishankar said that a total of 27 tonnes of relief material have been delivered by air and sea to Colombo. In a social media post, the Minister said, more relief material is on the way to support affected communities in the Cyclone Ditwah-affected areas. He said two Urban Search and Rescue Teams comprising 80 National Disaster Response Force Personnel have also been sent.
  • Cyclonic Storm Ditwah is an active tropical cyclone that brought heavy rains to Sri Lanka and Southern India in November 2025. It was the fourteenth tropical depression and fourth cyclonic storm to form during the 2025 North Indian Ocean cyclone season. The system came from a well-marked low before steadily intensifying into a Cyclonic Storm and making landfall in Sri Lanka, causing heavy flooding and landslides which left more than 330 people dead. Ditwah then moved off Sri Lanka and entered the Bay of Bengal, where it reintensified and began to parallel the east coast of India.

‘India Needs To Emulate Chinese Hybrid Defence Model’

  • Defence Secretary Rajesh Kumar Singh at the Chanakya Defence Dialogue 2025 called for India to emulate China’s successful “hybrid defence industrial machine.”
  • He highlighted that this model blends central government direction with market discipline, enforces dual-use research and development (R&D), and enables rapid scaling of complex defence systems.
  • Singh emphasised that adopting such a hybrid model, integrating public-sector strength and private-sector agility, is essential for India to become a global defence industrial and technological powerhouse under the vision of Viksit Bharat 2047.
  • Singh detailed that India’s current path, where Defence Public Sector Undertakings (DPSUs) partner with private firms, is a step forward but insufficient without creating a unified, market-responsive defence ecosystem.
  • The Chinese hybrid defence model works by integrating centralised government control with market-driven discipline, combining military and civilian sectors closely through “military-civil fusion.”
  • This model ensures that defence R&D, production, and innovation leverage both state direction and private sector efficiency. It enforces dual-use research and development, where technologies serve both military and civilian purposes, enabling rapid scaling of complex defence systems.
