India and Sri Lanka set to sign defence pact

  • The visit by Indian PM Minister Narendra Modi to Sri Lanka is seen as another step by New Delhi to counter China’s rising influence and presence on the island nation, with observers citing a landmark defence pact to be signed by the South Asian neighbours.
  • New Delhi and Colombo will finalise key agreements such as the set-up of solar-power plants during Modi’s trip over the weekend, following up on talks that began when Sri Lankan President Anura Kumara Dissanayake visited India in December.
  • Both countries will also strengthen bilateral trade, focusing on textiles, pharmaceuticals, and information technology, as well as sign a defence deal.
  • China and Sri Lanka agreed on more investment and economic cooperation, including a US$3.7 billion deal with Sinopec to set up an oil refinery in Hambantota.
  • Both sides signed 15 cooperation documents, including on economic and technological development and alignment of China’s Belt and Road Initiative with Sri Lanka’s 2030 digital economy blueprint.
  • India reportedly provided its neighbour with a US$4 billion aid package which allowed Colombo to sustain essential imports and maintain sufficient foreign currency reserves to avoid defaulting on multilateral creditors including the International Monetary Fund.
  • Modi’s 2015 Security and Growth for All in the Region (Sagar) initiative emphasising a free, open and secure Indian Ocean stood in “complete juxtaposition to China’s debt-fuelled diplomacy in the region”.
