Nepal, China Sign BRI Framework
- Nepal and China on Wednesday signed the execution framework for the Belt and Road Initiative (BRI) in Beijing, indicating that Nepal will soon decide on projects for implementation. The development has come when Nepal PM K P Sharma Oli is on an official visit to China.
- Nepal Foreign Ministry officials said the framework agreement was signed by the acting foreign secretary and the vice chairman of China’s National Development Reforms Commission, ending speculation triggered by the government’s stance that it will accept only grants for projects under the BRI.
- Last week upon returning from Chengdu, Nepal Foreign Minister Arzu Rana Deuba had said that Nepal will accept only grants from China for BRI projects as the country is not in a position to go for loans.
- According to The Kathmandu Post, China had removed the word “grant” proposed by the Nepali side and suggested replacing it with “investment” for projects under the BRI. After reviewing the new terms and conditions, officials found a compromise and decided to include the phrasing “aid and technical assistance” to project execution in Nepal, it said.
- The word “aid” adds ambiguity and marks a step back from the Nepali Congress’s position of clearly specifying grants. Some countries also term line of credit as aid but which are essentially loans, the paper said.
- The BRI represents a multifaceted development strategy aimed at enhancing global connectivity and cooperation.
- It was launched in 2013 and aims to link Southeast Asia, Central Asia, the Gulf region, Africa and Europe with a network of land and sea routes.
- The project was first named the ‘One Belt, One Road’ but renamed as the BRI to convey a more open and inclusive initiative as opposed to a Chinese-dominated one.
- The initiative includes two principal components: the Silk Road Economic Belt and the Maritime Silk Road.
Nepal’s Army Chief General Ashok Raj Sigdel to visit India Next Week
- Nepali Army Chief General Ashok Raj Sigdel is scheduled to visit India from December 11 to December 14, Nepal’s Ministry of Defence announced.
- In a press statement, the Nepal’s Ministry of Defence said, “Chief of the Army Staff, Nepali Army, General Ashok Raj Sigdel is scheduled to visit India from 11th December to 14th December 2024”.
- The practice follows a seven-decade-old tradition of conferring Army Chiefs of each other’s country with the honorary title. Commander-in-Chief General KM Cariappa was the first Indian Army Chief to be decorated with the title in 1950.
Biden Administration’s Game-Changing Defence Deal With India
- Mere weeks before the completion of his Presidential term, outgoing president Joe Biden approved a crucial sale of defence equipment to India. He notified the Congress about the decision on Monday.
- The US has authorised the sale of MH-60R Multi-Mission Helicopter Equipment and related ones at the cost of USD 1.17 billion.
- This will enhance India’s submarine warfare capabilities by deterring present and future threats the Defense Security Cooperation Agency told the Congress. As per the contractors, the helicopter brings transformational anti-submarine (ASW) and anti-surface warfare (ASuW) capabilities to navies around the world. Originally designed specifically for the US Navy, the aircraft is described as “rugged, powerful, and reliable”.

- Advanced digital sensors include the multi-mode radar, electronic support measures system, electro-optical/infrared camera, datalinks, aircraft survivability systems, dipping sonar and sonobuoys.
- The fully-integrated mission system processes sensor data to build a complete situational picture of the ocean surface and subsea domain.
- With actionable knowledge, the crew can track, target and engage ships or submarines effectively and efficiently.
- Weapons include torpedoes, air-to-ground missiles and rockets, and crew served guns.
Adani Defence delivers 2nd Drishti-10 drone to Navy
- Adani Defence and Aerospace has delivered a second Drishti-10 Starliner surveillance drone to the Indian Navy, boosting India’s maritime forces’ capabilities to monitor shipping lines and mitigate piracy risks.
- Following the handover of the first Drishti-10 to the Indian Navy earlier this year, the induction of the second UAV a version of the Israel’s Hermes 900 medium-altitude long-endurance UAV, into naval maritime operations was initiated at Porbandar in Gujarat, sources aware of the matter said.
- MALE stands for Medium Altitude Long Endurance and is a type of unmanned aerial vehicle (UAV) that can fly at altitudes of 10,000 to 30,000 feet. MALE UAVs are typically used for surveillance and reconnaissance and can have a flight endurance of 24 to 48 hours.
730 CAPF, NSG and AR Personnel Committed Suicide In Last Five Years: Govt
- Over 700 personnel of Central Armed Police Forces, National Security Guards and Assam Rifles have committed suicide in the last five years, while 55,555 have resigned or taken voluntary retirement during the period, Rajya Sabha was informed on Wednesday. In a written response to a question, Minister of State for Home Affairs Nityanand Rai said 144 suicides were reported in CAPF, NSG and AR in 2020, 157 in 2021, 138 in 2022, 157 in 2023 and 134 in 2024, accounting for 730 cases in five years.
- The data cited by him showed that 47,891 personnel in CAPF, NSG and AR have taken voluntary retirement and 7,664 have resigned in the last five years.
- The minister said, generally, the working hours in the Central Armed Police Forces are eight hourly shifts. “This, however, varies depending on operational exigencies. Necessary leave/training reserve is built in the structure of Battalions so that the personnel get rest and leave,” he said.
- The minister said measures have been taken to implement a transparent, rational and fair leave policy and to regulate duty hours to ensure adequate rest and leave.
- “Improvement in working conditions/amenities and welfare of CAPFs, NSG & AR is a constant endeavour of the Government,” he said.
